According to comrade Hoang An Tuan - Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of the commune, right from the implementation of the 2-level locality model, the Party Committee of the commune met and issued a Resolution, focusing on the Congress work, identifying this as one of the key tasks during this time, along with the operation of the organizational apparatus.

On that basis, develop and promulgate a plan to organize the Congress; a plan to propagate the Congress, as well as assign the Party Building Committee, the Vietnam Fatherland Front Committee and mass organizations to focus on strongly propagating the Congress; complete the political report and other documents to be presented at the Congress...
