Over the years, along with budget funds, all levels and sectors in the province have actively mobilized social resources to restore and preserve historical and cultural relics. After restoration, these relics not only meet the religious and cultural needs of the people but also create a strong attraction for tourists, becoming a resource contributing to the development of tourism .
Currently, the province has 420 historical and cultural relics and scenic spots included in the inventory approved by the Provincial People's Committee according to Decision No. 302/QD-UBND dated February 5, 2025. Of these, 145 relics have been classified at various levels (including 2 special national relics, 32 national relics, and 111 provincial relics), and 275 relics remain unclassified. In terms of type, there are: 158 historical relics, 183 architectural and artistic relics, 48 archaeological relics, and 31 scenic relics.
Let's work together to preserve
A prime example of mobilizing and spreading public support in the preservation of historical relics is the restoration project of the King Le Temple (Tam Thanh Ward). In 2025, the temple was inaugurated after a year of construction with a total cost of approximately 3 billion VND, notably 100% of this funding came from social contributions. With the renovation of the front hall, the sanctuary, and the temple courtyard, the relic has truly taken on a new appearance.

Mr. Le Van Ta, the caretaker of the King Le Temple in Tam Thanh ward, said: “I, as well as the local people, are very pleased to see the temple being renovated so beautifully. For us, the King Le Temple is a spiritual place of special importance, a place where people respectfully remember the merits of King Le Thai To and his generals. To maintain the solemnity of the relic, the permanent team of four members always maintains a constant presence, taking turns to care for and clean the temple every day, ensuring that the temple space is always clean and tidy.”
Not only are completed projects underway, but social mobilization efforts are also being actively implemented in communes and wards. Ms. Pham Thi Thuan, Head of the Culture and Social Affairs Department of Dong Kinh Ward, stated: “Currently, there are 9 historical and cultural relics in the ward. Over the past period, we have been actively calling for social mobilization to restore some dilapidated relics in the area, including Vinh Trai Temple, a relic recognized at the provincial level since 2002. The ward is currently implementing a restoration plan with a total estimated budget of approximately 3 billion VND. To realize this goal, the ward has mobilized local residents to contribute nearly 100 million VND, and is also coordinating with units within and outside the area to continue mobilizing resources. The construction documents are currently being finalized for submission to the competent authorities for appraisal.”
Besides the King Le Temple and Vinh Trai Temple, many historical and cultural relics in the province have been and are being restored and renovated through social mobilization. From 2021 to the present, the entire province has invested in the restoration of 39 relics with a total budget of over 183 billion VND. Of this, social mobilization resources from contributions by the people, social organizations, and businesses amounted to over 111 billion VND.

Improve management efficiency
To achieve the aforementioned results, the work of restoring, rehabilitating, and promoting the value of historical and cultural relics in the province over the past years has received close guidance and management from all levels and sectors. The awareness and responsibility of officials, Party members, and the people towards the preservation, restoration, and rehabilitation of relics have also gradually improved.
Projects for the restoration and preservation of historical relics have attracted the close participation and coordination of various departments and agencies in the appraisal, guidance, and supervision of implementation. Mr. Luu Ba Mac, Deputy Director of the Department of Culture, Sports and Tourism, stated: To ensure the effectiveness of the social mobilization efforts in the restoration and preservation of historical relics, in addition to promoting public awareness and encouraging people to participate and contribute financially, the department also focuses on strengthening training and education on cultural heritage for the people. Simultaneously, it aims to improve the capacity of grassroots cultural officials and enhance state management in the restoration and preservation of historical relics.

Accordingly, the Department of Culture, Sports and Tourism has strengthened training and professional development to improve the political theory and professional skills of staff directly involved in compiling scientific dossiers and ranking historical sites. Each year, the department collaborates with other agencies and units to organize 1-3 training courses on the conservation and promotion of historical site values, including the ranking of historical sites, for thousands of participants. Simultaneously, from 2021 to the present, the Department of Culture, Sports and Tourism has led and coordinated the inventory, compilation, evaluation, and classification of 1,117 historical sites. It has also conducted over 30 inspections at nearly 100 historical sites.
In particular, from 2021 to the present, the Department of Culture, Sports and Tourism has coordinated with localities to prepare scientific dossiers and submit them for ranking over 20 historical sites. The acceleration of historical site ranking not only aims to affirm the historical and scientific value of heritage but also creates an important legal framework, helping localities to more easily mobilize resources and implement systematic restoration and preservation projects.
Systematic management at the provincial level has contributed to enabling local authorities to proactively mobilize social resources in preserving and promoting the value of historical sites. To mobilize significant capital, local authorities where historical sites are located have actively sent letters of appeal, calling on philanthropists, businesses, and the public to join hands in providing support.
A prime example is the Ta Phu stele and temple in Ky Lua ward. From heartfelt open letters, this project has mobilized over 45 billion VND in socialized funding. Following that success, a series of other historical sites have also achieved impressive results, such as the Quan Giam Sat temple with nearly 5.9 billion VND in restoration funding; and the Ky Cung temple's ceremonial house with over 3.1 billion VND in restoration funding...
In Tan Thanh commune, the socialization of efforts in the restoration and preservation of historical relics is also being actively implemented. Mr. Phung Van Quang, Vice Chairman of the Tan Thanh Commune People's Committee, shared: “Currently, there are 10 historical and cultural relics in the commune. To promote the value of this heritage system in conjunction with tourism development, every year we intensify the dissemination of the Law on Cultural Heritage to the people through the public address system, village meetings, and festivals. For structures showing signs of deterioration, the commune proactively coordinates with specialized agencies to prepare dossiers for restoration permits in accordance with regulations. For example, in 2025, from social mobilization sources of over 1 billion VND, we completed the replacement of the entire roof and repainting of Bac Le Temple, making the relic more spacious and beautiful. In 2026, the commune is continuing to complete the dossier for the restoration of Khuon Dau Temple using social mobilization resources to submit to the competent authorities for appraisal.”
It can be affirmed that the socialization of the work of preserving and promoting the value of historical relics is the "key" to realizing the goal of preserving the national cultural identity. In the coming time, with the strict management of functional agencies and the proactive spirit of the community, it is believed that the historical relics in the province will continue to be restored and their value promoted, contributing to building a more prosperous, civilized, and culturally rich Lang Son homeland.
