After 10 days of operation, the new apparatus organization following the 2-level local government model in Long Hiep commune ensures smooth and effective operation, aiming to serve the people better and better.

Long Hiep commune has a total natural area of 6,516.8 hectares and a population of 32,430 people, of which the Khmer people account for 80.62%. After merging and putting into operation the 2-level local government model from July 1, the workload has increased significantly. Many procedures have been transferred from the district level to the commune level, helping people easily access administrative services, saving costs and travel time.
At the Public Administration Service Center, the officers and civil servants here always have a polite and considerate attitude, explaining and consulting thoroughly when processing documents, helping people solve administrative procedures.
Ms. Thach Thi Ven, a resident of Con Lop hamlet, said: “Since the new government came into operation, this is the first time I have come here to certify documents (red books). I feel very satisfied with the service attitude of the officials and civil servants here. They are attentive, welcoming and enthusiastically advise the people.”
In the process of implementing and carrying out tasks according to the 2-level local government model, although there are still difficulties and problems, the team of commune officials and civil servants have started working, making efforts to ensure that the process of handling administrative procedures for people takes place smoothly.
Ms. Thach Thi Bach Nhung - civil servant of Long Hiep Commune Administrative Service Center, shared: “The software has not been stable in recent days, so with simple procedures, we proactively guide, explain and support people to complete. For documents that need to be operated on the system, we take the phone number of the people to make an appointment because it is required that citizens must have a VNeID level 2 to submit documents online. We try to process the procedures for people as quickly as possible”.
According to Mr. Tan Thanh Tung - Vice Chairman of Long Hiep Commune People's Committee, the commune has established and regulated the functions, tasks and powers of the Public Administration Service Center; fully listed administrative procedures, assigned 7 civil servants with capacity and practical experience; equipped with relatively complete equipment and facilities, ensuring network connection, working software to ensure receiving and processing of people and businesses' records smoothly, effectively and without interruption.
In general, through the operation, the activities were carried out smoothly and effectively; the staff and civil servants showed their dedication and enthusiasm, resolved the records quickly, shortened the time and ensured the correct procedures, and received high approval and consensus from the people and businesses. As a result, 158 records of citizens in various fields were received and resolved.

Mr. Nguyen Khanh Hoa - Chairman of Long Hiep Commune People's Committee, said: In order to effectively implement the policy on reorganizing the apparatus, merging commune-level administrative units, and officially putting the apparatus into operation from July 1 to ensure smoothness and efficiency, meeting the needs of serving people and businesses, the Standing Committee of the Commune Party Committee has proactively implemented the completion of the reorganization of the apparatus, organizing the handover and receipt of documents, assets, finances, and working offices of Party, State, Fatherland Front agencies, and the police force and the commune military command.
Issue a decision to establish advisory agencies, assist the Party Committee and receive and assign civil servants to departments and units under the Commune People's Committee. At the same time, direct the relatively complete provision of infrastructure, technology, machinery, and connection of transmission lines between the provincial and communal levels, ensuring the work needs of cadres and civil servants in the blocks as soon as they are officially put into operation.
