In 2025, amidst the initial implementation of the two-tiered local government model, with a mix of advantages and difficulties, the Party Committee and government of Thuan Bac commune, with a spirit of unity, determination, and proactive efforts to overcome challenges, focused on leading, directing, and organizing the implementation to achieve and surpass most of the targets set in the resolution. Notably, the commune's budget revenue is estimated at 3.49 billion VND, reaching 116.33%; the number of employed people increased by 552, reaching 122.67% of the planned target; the poverty rate at the end of 2025 decreased by 2.34%, exceeding the target by 368%... The commune met national criteria for healthcare ; maintained strong national defense and security; the percentage of public schools meeting national standards reached 63.6%; 100% of the rural population used clean water meeting standards; and the rate of household waste collection remained at 100%...

In the economic sector, the total value of production across all industries increased significantly, estimated at over 5,903 billion VND; the production capacity of key products of the commune such as electricity, garment products, jelly, construction materials, etc., continued to be maintained stably, contributing positively to economic growth and job creation in the locality. Along with that, the agricultural sector was restructured and promoted towards commodity production, strengthening the application of scientific and technological advancements, improving the quality and value of agricultural products, with a total cultivated area of ​​nearly 5,971 hectares, of which rice accounted for 4,583 hectares, with an average yield of over 65 quintals/hectare. The commune converted 17.8 hectares of low-yield rice land to high-economic-value dryland crops; maintained and expanded the "1 must, 5 reductions" model in rice cultivation; They maintain two rice fields covering 162 hectares and a total livestock and poultry population of over 86,500 animals.

The Thuan Bac Commune Public Administrative Service Center is gradually becoming stable and well-organized, with publicly displayed and complete administrative documents and procedures; applying electronic document and public service file management software, and interconnected systems; organizing reviews and proposing the reduction of procedures that are no longer relevant to practice; and prioritizing the promotion of guidance and support for people and businesses when carrying out administrative procedures. In 2025 (up to December 2nd, 2025), the entire commune received 2,758 applications, resolved 2,711 applications (of which 2,517 were resolved ahead of schedule, reaching 92.8%), and 47 applications are currently being processed. The rate of online application submission reached 77.6% (target 70%); the digitization of administrative procedure documents reached 99% (target 80%). The number of online transactions and the amount of online payments reached 60%, fulfilling the assigned target.

According to Mr. Pham Trong Hung, Chairman of the People's Committee of Thuan Bac commune, in addition to the achievements, the locality still faces some difficulties and limitations in socio-economic development. The commune focuses on accelerating economic restructuring associated with transforming the growth model, promoting innovation, applying science and technology, digital transformation, the digital economy, and the digital society; improving labor productivity; enhancing the quality of human resources to meet development requirements; prioritizing the comprehensive development of cultural fields, ensuring social security, and improving the material and spiritual lives of the people; strictly managing and effectively utilizing land and resources, protecting the environment, and proactively responding to climate change. In addition, the locality continues to streamline the administrative apparatus, reduce staffing levels, improve the effectiveness and efficiency of leadership and management; improve the quality of education ; promote administrative reform, practice thrift, prevent and combat corruption, negative practices, and waste; consolidate and strengthen national defense and security; and promote information and communication work to create social consensus.

Thuan Bac commune strives to achieve an average increase of 18% in the value of production across all sectors; collect 7.4 billion VND in state budget revenue; increase the number of employed people by 500; achieve a 100% rate of the population participating in health insurance; and achieve a 75% rate of public schools meeting national standards...; while simultaneously building a strong commune in terms of national defense and security, ensuring security and order, and creating a foundation for sustainable development.
