Determine land price list close to reality, ensure compliance with regulations

BAC NINH - On the morning of December 2, Comrade Dao Quang Khai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Land Price Appraisal Council, chaired the meeting of the Bac Ninh Provincial Land Price Appraisal Council. Also attending were members of the Appraisal Council. The conference was connected online to 99 wards and communes in the province.

At the meeting, the Department of Agriculture and Environment - the standing body of the Council presented the Submission and draft Resolution on promulgating specific criteria for determining the location of each type of land, the number of land locations in the land price list and deciding on the price list of land types in Bac Ninh province. The draft was developed on the basis of current legal regulations. During the completion process, the Department has received comments from relevant departments, branches, localities and organizations.

According to the report, the issuance of a new land price list is an urgent requirement in the context of the province's implementation of administrative unit arrangement, urban space expansion, infrastructure investment and development of industrial parks, resettlement areas, and land use rights auction projects. The price list system is built in detail for each type and group of land. For agricultural land, the price is proposed to be adjusted up according to land type and commune group. For land in urban areas and rural traffic axes, the price list is divided into a maximum of 4 locations; in rural areas, it is divided into 3 areas, each area has a maximum of 3 locations. The location of the land plot is determined based on technical infrastructure, profitability, distance to traffic axes, and commercial - economic centers.

Council members focused on discussing the method of constructing the price list, its suitability with the province's socio-economic development, the synchronization between regions and the possibility of application in compensation and resettlement support. Many opinions suggested carefully considering land prices in border areas; reviewing and adding new routes, new urban areas and areas with large fluctuations in land prices. Delegates assessed that the draft closely followed legal regulations and the actual situation but still needed further improvement.

Concluding the working contents, comrade Dao Quang Khai emphasized that this is an important and complicated task, but the units and localities have made efforts to implement the correct procedures and ensure progress. The price list is built according to the correct principles and objectives, with full analysis and evaluation, which is an important basis to promote socio-economic development in the coming time. He proposed to continue to perfect and unify the agricultural land price list with 3 areas to ensure harmony of factors; for commercial and service land prices, it is necessary to clearly define each area and location. He assigned the Council's Working Group to urgently complete the overall report and meeting minutes and requested the Department of Agriculture and Environment to fully absorb opinions to complete the Submission and submit to competent authorities according to regulations.
