In his opening remarks at the workshop, Standing Vice Chairman of the Ninh Binh Provincial People's Committee Tran Song Tung emphasized that the Tam Chuc - Van Long complex is a special heritage space where nature, landscape, culture, and spirituality blend harmoniously, typical of the tropical karst region on the southern edge of the Red River Delta. With its system of limestone mountains, karst valleys, wetlands, and interconnected water bodies, this area has preserved the high integrity of its geological and geomorphological formation processes, ecosystems, and hydrology, creating a unique landscape rich in scientific and aesthetic value.

In particular, the Tam Chuc and Van Long areas are home to a population of white-buttocked langurs, an endemic primate species of Vietnam, ranked among the 25 most endangered primate species globally. However, in the context of socio -economic development, limestone mining, cement production, and infrastructure development in the area and surrounding regions have created certain pressures, narrowing and fragmenting the species' natural habitat, affecting the continuity of the ecological corridor and the ability to maintain a stable population in the long term.
Therefore, fully identifying these impacts, while strengthening strict habitat protection measures, closely controlling mineral exploitation activities, and gradually restoring and connecting ecological spaces are urgent requirements. The conservation of the white-buttocked langur not only signifies the protection of a globally endangered species, but also serves as an important indicator reflecting the ecological integrity, management effectiveness, and commitment to sustainable development of the Tam Chuc and Van Long wetland karst area according to UNESCO standards and recommendations.

Therefore, the workshop was organized with the goal of establishing a scientific and interdisciplinary forum to comprehensively review and evaluate existing research results, documents, and scientific data related to the Tam Chuc - Van Long Complex. Based on this, the aim is to clarify the scientific and practical basis for establishing the Outstanding Universal Value, gradually unifying the proposed criteria (criteria 5, 9, and 10 according to the 1972 UNESCO Guidelines for the Implementation of the World Heritage Convention). Simultaneously, discussions will be held on the scope, scale, and boundaries of the nominated area and buffer zone, while also determining the direction for forming a "green corridor" connecting Tam Chuc and Van Long as a continuous ecological and cultural space, ensuring the integrity, authenticity, and effective management of the heritage in the long term.
Through the workshop, the Steering Committee for the construction of the heritage dossier respectfully and seriously considered all the contributions and scientific recommendations made at the workshop. This is an important basis for the province to continue refining the report to include the Tam Chuc - Van Long Complex in the tentative list, moving towards building the World Heritage nomination dossier in accordance with the procedures, standards, and international practices and the strict requirements of UNESCO. Ninh Binh province clearly defines its overarching viewpoint as ensuring harmony between preserving and promoting heritage values, protecting the environment, preserving biodiversity, and sustainable socio-economic development, considering heritage as an important and long-term resource for the local development.

"The research and nomination of the Tam Chuc - Van Long Complex as a World Heritage Site is not only a professional task but also a strategic undertaking, reflecting Ninh Binh province's long-term development vision in building a heritage city, heritage economy, and cultural industry, aiming to make Ninh Binh a centrally-governed city by 2030. Ninh Binh province is committed to mobilizing the highest level of coordinated participation from the entire political system, the consensus of the community and businesses, and the support and assistance of organizations, experts, and scientists both domestically and internationally to successfully achieve this goal," said Mr. Tran Song Tung.
At the workshop, delegates, experts, and researchers focused on comprehensively evaluating existing research results, documents, and scientific data related to the Tam Chuc - Van Long Complex and discussed issues of management, conservation, and sustainable development, especially the harmonious relationship between strict conservation of natural values and socio-economic development, tourism, and the livelihoods of local communities.
