The Vietnam Road Administration has just submitted to the Ministry of Construction a revised Road Network Planning for the period 2021-2030, with a vision to 2050. In this proposal, the agency suggests studying the inclusion of the Viet Tri - Hoa Binh expressway into the plan.
Invest before 2030
According to the proposal, the Viet Tri - Hoa Binh expressway will be approximately 55km long, with 4 lanes, and is expected to be completed before 2030.
The Vietnam Road Administration stated that this proposal was made based on an updated national master plan, particularly considering GDP growth indicators that suggest transportation demand will continue to increase in the coming period.
In addition, the reorganization of provincial-level administrative units also creates new requirements for connecting infrastructure. According to the reorganization plan, three localities, namely Phu Tho (formerly), Hoa Binh, and Vinh Phuc, will merge into Phu Tho province, with the political center located in Viet Tri City (formerly).
This has created a large-scale area in the northern midland and mountainous region, leading to an increasing need for intra-regional and inter-regional connectivity, especially from the former Hoa Binh area to the new administrative center.
Establishing strategic transportation axes and new economic corridors.
According to the Vietnam Road Administration, in this context, the formation of new strategic transportation axes and economic corridors is necessary. The Viet Tri - Hoa Binh expressway is expected to become an important connecting axis between central cities, contributing to the completion of the transportation network and improving the efficiency of spatial development organization.
The route is also expected to increase the efficiency of existing expressways such as the North-South Expressway (Eastern and Western sections) and the Noi Bai - Lao Cai Expressway through a comprehensive network of connections, supporting traffic flow management and reducing the burden on existing infrastructure.
Beyond its connecting role, the Viet Tri - Hoa Binh expressway is expected to create momentum for the development of industrial, urban, and service belts in key areas, especially Viet Tri City and neighboring cities. This will expand development space, effectively utilize land along the route, attract investment, and promote economic restructuring towards industrialization and modernization.
Based on the above analysis, the Vietnam Road Administration believes that the Viet Tri - Hoa Binh route is consistent with the national road network development orientation and proposes studying investment in accordance with the orientation of a local expressway connecting the economic center of Phu Tho province to ensure investment efficiency and early mobilization of resources for implementation.
Previously, at the end of 2025, the People's Committee of Phu Tho province requested the Ministry of Construction to add the Viet Tri - Hoa Binh expressway to the Road Network Planning for the period 2021-2030, with a vision to 2050.
The People's Committee of Phu Tho province believes that to connect Viet Tri with Hoa Binh, Phu Tho province currently has to use the following routes: Noi Bai - Lao Cai expressway, Ring Road 5 and Hoa Lac - Hoa Binh road, approximately 120 km long; or Van Lang bridge - National Highway 32 and Provincial Road 317G - National Highway 70B, approximately 80 km long. These routes have many sections with narrow roads, pass through densely populated residential areas, and have low traffic capacity.
Existing roads do not meet the needs for transportation and trade connectivity from Viet Tri ward to Hoa Binh ward and surrounding areas, especially after the merger of Phu Tho, Hoa Binh, and Vinh Phuc into the new Phu Tho province. The addition of the Viet Tri - Hoa Binh expressway to the planning for future investment research is considered "necessary" by Phu Tho province.
The route will contribute to completing the connection between the Noi Bai - Lao Cai and Hoa Binh - Son La expressways; connecting with Hanoi via Thach Dong bridge (on Ho Chi Minh Highway), creating a synchronized link between areas of Phu Tho province with Hanoi and the northern mountainous region.
