Authorized by the Head of the General Department of Politics of the Vietnam People's Army, Lieutenant General Nguyen Van Duc, Director of the Propaganda Department, Standing member of the Steering Committee, Head of the Project Drafting Committee chaired the workshop.

Attending the workshop were representatives of leaders of agencies and units under the Ministry of National Defense , members of the Steering Committee and the Drafting Committee for Project 6441; and delegates who were experts and scientists from agencies and units inside and outside the Army.

Project 6441 is one of 16 priority projects assigned by the Prime Minister to the Ministry of National Defense to develop. Up to now, the Propaganda Department (General Department of Politics) has advised on the development of related documents.

At the workshop, the Standing Agency presented a summary report on the results of the development and draft content of the Project. Accordingly, the Department of Propaganda and Training presided over and coordinated with member agencies of the Steering Committee, the Drafting Committee to draft the general and detailed outline, conduct field surveys, and plan a system of scientific topics. When the decisions, regulations, and plans were signed and issued by the head of the Ministry of National Defense, the Department of Propaganda and Training presided over and coordinated with relevant agencies and units to simultaneously implement important stages.

Project 6441 consists of three main parts. Part one, the necessity and basis for developing the project. Part two, the viewpoints, objectives, objects, scope, tasks and solutions, and funding for implementing the project. Part three, the assessment of the impact, effectiveness, roadmap for developing and implementing the project.

The opinions expressed at the workshop supplemented and clarified the necessity and basis for developing the Project. Focusing on clarifying the current status of education and propaganda work to raise awareness of the Army participating in labor production, combining national defense with socio-economic development in recent years. Clarifying the key contents of the Project, including: Viewpoints, objectives; objects, scope; tasks and solutions; implementation costs; impact and effectiveness assessment; roadmap for developing and organizing the implementation of the Project. Contributing comments to 2 documents including: Draft Submission of the Ministry of National Defense to the Prime Minister, draft Decision of the Prime Minister approving the Project.

Concluding the workshop, Lieutenant General Nguyen Van Duc assessed that the members of the Drafting Committee had proactively overcome difficulties and advised on the implementation of the Project to ensure quality and progress as assigned. Central ministries, branches, agencies, and units under the Ministry of National Defense; and localities had paid attention to coordinating and helping the Drafting Committee and the Standing Agency to carry out the tasks.

In the spirit of science, frankness, sincerity, with a multi-dimensional approach to theoretical and practical issues related to the Project, opinions highly appreciated and agreed with the contents of the draft Project; in which it was affirmed that the development of Project 6441 is very necessary, at the same time thoroughly assessing the existing problems, limitations and causes of the existing problems and limitations of the education and propaganda work on the Army participating in labor production, combining national defense with socio-economy in the past time; proposing specific contents, tasks and feasible solutions to complete and implement the Project in the coming time.
