The Resolution of the 1st Congress of the Da Nang City Party Committee, term 2025-2030, identifies three breakthrough tasks: Effectively implementing special mechanisms and policies, removing difficulties and obstacles, strongly developing the private economy, mobilizing resources to invest in infrastructure development, and promoting rapid and sustainable growth; developing science , technology, innovation, and digital transformation associated with the development of high-quality human resources, creating strong changes in productivity, quality, and efficiency in all fields; and building a modern Da Nang city with rich identity, humane people, and a high quality of life, especially improving the lives of people in mountainous areas.
Da Nang has identified the theme for 2026 as "The Year of Effectively Promoting the Two-Tiered Local Government Model, Special Mechanisms and Policies, Boosting Investment Attraction, Promoting Economic Development, and Ensuring Social Security." Accordingly, the city will proactively implement special mechanisms and policies issued by the Central Government to create a foundation and impetus for rapid and sustainable development.
The research and implementation of central and local government policies are thoroughly focused on new, core points, key objectives and targets, and breakthrough tasks and solutions; paying attention to relating them to the practical realities of the locality, industry, and sector.
In particular, the Standing Committee of the City Party Committee directed a shift in thinking from "studying and understanding" to "deeply understanding, acting correctly, and seeing things through," requiring the concretization of policy decisions into practical and feasible action programs and plans. After the merger, the city's development space and economic scale expanded, and economic growth met the set targets. The city's GRDP in 2025 is projected to grow significantly, reaching 9.18%, exceeding the target and ranking 9th out of 34 provinces and centrally-governed cities.
Many large-scale, key projects are progressing as planned and have high disbursement rates. State budget revenue reached VND 63,624 billion, exceeding the projected target by 25.4%. Gross Regional Domestic Product (GRDP) in the first quarter of 2026 is estimated to increase by 8.45%; ranking second among the six provinces and cities in the South Central region and third among the six centrally-governed cities; the size of the economy reached VND 75,594 billion, an increase of VND 8,013 billion compared to the same period last year. The economic structure of Da Nang city in the first quarter of 2026 is shifting positively towards services-industry-agriculture with proportions of 57.59%-24.50%-5.49% respectively. Total budget revenue in the first months of 2026 was quite good, estimated at VND 19,762.907 billion as of March 31st, an increase of 38.11% compared to the same period last year and reaching 29.77% of the annual budget forecast.
Comrade Le Ngoc Quang, Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the National Assembly Delegation of Da Nang City, stated: Since the beginning of the term, despite many difficulties, the City Party Committee has closely followed the Central Committee's directives, promoted unity, and implemented resolutions flexibly and decisively. As a result, Party building work has been reformed and discipline has been strengthened; the fight against corruption has continued to be intensified; the new apparatus is basically operating effectively, and social consensus has increased.
The achievements in the operation of the two-tiered local government system continue to affirm the city's role and position as an important growth pole, a center for services, tourism, high technology, and innovation; while also setting requirements for faster and more sustainable development, meeting the expectations of the central government and the people.
Creating breakthrough growth from new drivers
Tam Ky Ward is one of 12 wards and communes recently ranked excellent by Da Nang City in administrative reform work in 2025. Ms. Nguyen Thi Thu Lan, Member of the Standing Committee of the City Party Committee, Secretary of the Party Committee, and Chairwoman of the People's Council of Tam Ky Ward, stated: The leadership and direction in implementing the development of science, technology, innovation, and digital transformation in the locality have been timely, synchronized, and closely followed the directives of the Central Government and the city.
Digital infrastructure is gradually receiving investment attention, and the application of information technology in management and operation is being implemented effectively; 100% of administrative procedures are received online, and the on-time resolution rate reaches 100%...
"However, the information technology infrastructure is not yet synchronized, with many outdated and low-configuration devices affecting work efficiency. The city needs to continue to prioritize allocating resources to invest in information technology infrastructure and work equipment for localities, ensuring that it meets the requirements of interconnected, synchronized, and effective digital transformation," proposed Ms. Nguyen Thi Thu Lan.
According to Comrade Nguyen Xuan Nghiem, Secretary of the Party Committee, Chairman of the People's Council of Song Kon Commune, and Member of Parliament for Da Nang City, Song Kon Commune in particular, and mountainous and border communes in general, still face many obstacles in socio-economic infrastructure, and the lives of the people remain difficult. Da Nang needs specific, breakthrough mechanisms and policies to attract human resources to work in mountainous, remote, and border communes, especially in the fields of land, finance and budget, investment, and digital transformation; attention should be paid to allocating resources to invest in infrastructure development, primarily transportation, electricity, telecommunications, and education; and special attention should be paid to raising the intellectual level of the people and promoting the "Digital Literacy Movement" in the community.
