Attending the meeting were Permanent Vice Chairman of the National Assembly Tran Thanh Man; Vice Chairmen of the National Assembly: Nguyen Khac Dinh; Nguyen Duc Hai; Senior Lieutenant General Tran Quang Phuong; representatives of the Standing Committee of the Nationalities Council , Committees of the National Assembly, Director of the Institute for Legislative Studies and representatives of leaders of central ministries and branches.

Reporting at the meeting, Chairman of the National Defense and Security Committee Le Tan Toi said that at the 6th Session of the 15th National Assembly , National Assembly deputies discussed and gave opinions on the draft Law on Defense Industry, Security and Industrial Mobilization with 102 opinions.

Immediately after the Session, based on the opinions of the National Assembly deputies, the direction of the National Assembly Standing Committee and Vice Chairman of the National Assembly Tran Quang Phuong, the Standing Committee of the National Defense and Security Committee chaired and closely coordinated with the Drafting Committee and relevant agencies to urgently focus on research, organize many working sessions, conduct 3 surveys, 3 in-depth discussions to consult experts, scientists , and practical activists to absorb, explain, and revise the draft Law.

According to the Chairman of the National Defense and Security Committee Le Tan Toi, the draft Law currently has 8 major contents that need to be absorbed and revised. Specifically, the draft Law on Defense Industry, Security and Industrial Mobilization stipulates many specific policies in the construction and development of the defense industry, security and industrial mobilization, and has contents that are different from those prescribed by related laws, so it is proposed to study and add 1 article on the application of the law.

Other notable contents include assignment of tasks, ordering, and bidding for core defense industrial establishments and assignment of tasks, ordering, and bidding for core security industrial establishments; review of regulations on capital sources for defense and security industries to comply with the State Budget Law; proposal to establish a separate fund to focus on mobilizing resources for the construction and development of defense and security industries.

The draft Law also mentions regulations on the development of dual-use defense and security industries; the addition of regulations on "Defense Industrial Complex" to fully institutionalize Resolution No. 08-NQ/TW dated January 26, 2022 of the Politburo on promoting the development of defense industry to 2030 and the following years; on preparation and practice of industrial mobilization; on regimes and policies in defense and security industry...

At the meeting, delegates focused on discussing and giving specific opinions on new policies added during the process of receiving and revising the bill and on legislative techniques.

Accordingly, all opinions agreed that in order to specifically and fully institutionalize the Party's viewpoints, guidelines and policies on building and developing a self-reliant, dual-use defense and security industry, becoming the spearhead of national industry, it is necessary to have specific, breakthrough policies to create outstanding and feasible mechanisms to promote the development of the defense and security industry.

However, opinions also suggest that it is necessary to continue to review, carefully evaluate, and properly select truly outstanding and feasible policies, especially policies on investment and taxes... to ensure both specificity and consistency in the legal system.

Concluding the meeting, National Assembly Chairman Vuong Dinh Hue highly appreciated the opinions of the delegates; acknowledged the efforts, enthusiasm and high responsibility of the Standing Committee of the National Defense and Security Committee in explaining, receiving and revising the draft Law; in which, many new policies were researched and proposed to be added, surpassing the draft Law submitted to the National Assembly for comments at the 6th Session.

The National Assembly Chairman agreed that this is a difficult bill because the "original" law on national industry does not yet exist; the two Ordinances on defense industry and industrial mobilization were issued a long time ago, and many regulations are no longer suitable for practical requirements and the Party's new viewpoints and policies.

Therefore, it is difficult for this draft Law to specify all contents in detail, but it should be accepted that there will be provisions of a principled and framework nature to serve as a basis for more specific provisions in related laws or detailed instructions in sub-law documents.

The National Assembly Chairman requested the National Defense and Security Committee to preside over and continue to closely coordinate with the Ministry of National Defense, the Ministry of Public Security, the National Assembly committees and relevant ministries and branches to fully absorb opinions at the meeting, explain satisfactorily, and choose the optimal solution to continue perfecting the draft Law.

The draft Law, which has been incorporated, revised and completed according to the opinions of National Assembly deputies, has 7 chapters with 86 articles. Compared to the draft Law submitted to the National Assembly at the 6th Session, the draft Law has been supplemented with 15 articles, 2 articles have been removed; Section 7 has been added to Chapter II on the Defense Industry Complex, new sections on the Development of the Dual-Use Defense and Security Industry (Section 4, Chapter II); policies and regimes on science and technology (Section 3, Chapter IV); content and legislative techniques have been revised in many articles, and a number of articles in the chapters have been rearranged and restructured.
