In an interview with the People's Representatives Newspaper, Vu Hai Ha, Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly , and Deputy Secretary of the National Assembly Party Committee, affirmed that to meet this requirement, the National Assembly Party Committee is focusing on leading a comprehensive reform of legislative and supervisory thinking, ensuring that the National Assembly is truly an institution that fosters development and effectively controls power.

- Sir, the 14th National Congress set very high and comprehensive requirements for perfecting the development institutions and building a modern, effective, and efficient socialist rule of law state; what requirements does this place on the work of building the National Assembly Party Committee?

- The 14th National Congress clearly defined the need to accelerate the completion of the development institutions, build a modern socialist rule of law state, and take innovation, science and technology, and digital transformation as the main driving forces for development. In this process, the National Assembly plays a particularly important role in institutionalizing the Party's guidelines and policies into law.

This requires the National Assembly Party Committee to possess high political leadership capacity and a scientific and substantive leadership method. If the National Assembly Party Committee is not truly clean, strong, and comprehensive, the National Assembly will find it difficult to meet the very high demands set by the 14th National Congress regarding its legislative role, its ability to decide on important national issues, and its role in supervising the implementation of policies and laws, and controlling the exercise of state power.

This reflects the core message: the quality of the National Assembly's operations stems from the quality of leadership of the National Assembly Party Committee. Building a clean and strong Party Committee aims to enhance the effectiveness of the National Assembly's constitutional and legal functions. The National Assembly Party Committee must truly be the political nucleus, ensuring the comprehensive, direct, and regular leadership of the Party over the National Assembly; while simultaneously promoting democracy, collective intelligence, and individual responsibility in parliamentary activities. This is a condition for the National Assembly to undergo substantive reform and most effectively fulfill its constitutional functions.

- The documents of the 14th National Congress emphasize the need to perfect the institutional framework for sustainable national development. How will the National Assembly Party Committee concretize this requirement, sir?

- The documents of the 14th National Congress of the Communist Party of Vietnam call for a fundamental renewal of thinking in lawmaking and the improvement of institutions for sustainable national development. The focus is on a strong shift from an administrative management mindset to a development-oriented mindset, considering law not only as a regulatory tool, but as an institutional foundation to guide and pave the way for rapid and sustainable development.

In that spirit, the National Assembly Party Committee will lead the full, timely, and synchronized institutionalization of the Party's major guidelines, ensuring consistency between guidelines, policies, and laws; focusing on removing institutional bottlenecks and obstacles, and unlocking all resources for sustainable development. Reforming legislative thinking must begin with policy-making, with particular emphasis on summarizing practical experiences and conducting thorough and scientific impact assessments; placing citizens, businesses, and other affected entities at the center of the law-making process.

A crucial requirement is to improve the quality of institutions towards stability, transparency, feasibility, and minimizing amendments and additions. Alongside this, the National Assembly Party Committee will lead efforts to strengthen discipline and order, control power, and resolutely combat corruption, negative practices, vested interests, parochialism, and short-term thinking. This is not merely a requirement for legislative technique, but a fundamental political requirement directly linked to the prestige of the National Assembly and the trust of the people.

The role of the National Assembly Party Committee is demonstrated first and foremost in leading the National Assembly to comprehensively reform its thinking and methods of supervision towards a focused, targeted, substantive, effective, and efficient approach; overcoming the situation of being scattered and superficial. Supervision must concentrate on major issues, sensitive areas, and places where there is a potential risk of abuse of power, corruption, and negative practices; while also being closely linked to accountability and the strict implementation of conclusions and recommendations following supervision. Alongside this, it is crucial to promote the application of digital transformation in the legislative and supervisory activities of the National Assembly.

Along with supreme oversight and questioning, the National Assembly Party Committee places special emphasis on leading the innovation of oversight over the promulgation and implementation of legal documents, ensuring that state power is exercised in accordance with the Constitution and laws, is strictly controlled, and is not abused or corrupted. Controlling power is not only about detecting violations, but more importantly, about preventing them early and from afar through improving institutions, strengthening transparency, discipline, and order.

It can be affirmed that the Party Committee of the National Assembly's leadership in effectively performing its oversight function is a direct and practical contribution to preventing and combating corruption, waste, and negative phenomena; and at the same time, strengthens the people's trust in the socialist rule of law state in accordance with the spirit of the 14th National Congress.
