According to the Provincial Party Committee's assessment, after three years of implementation, the Project on Leadership and Management of Youth in Dong Nai Province until 2030 has achieved many important results. Leadership and guidance have been strengthened; localities and units have concretized the policy with plans and action programs that are closely aligned with reality. Emphasis has been placed on inspection and supervision, promptly addressing difficulties in implementation. State management of youth affairs has improved; policies supporting youth in vocational training, employment, entrepreneurship, and living conditions have been implemented comprehensively, especially for disadvantaged youth, ethnic minority youth, and youth under policy programs.
Coordination between the Vietnam Fatherland Front, political and social organizations, and the Youth Union has become increasingly close. The Youth Union and other organizations have proactively advised Party committees and authorities; reformed the content and methods of their activities towards greater effectiveness and substance; and developed youth movements both in breadth and depth. The Youth Union's cadres have been trained and matured; the role of youth has been enhanced, contributing to socio-economic development, ensuring national defense and security, and building a strong grassroots political system.
In the coming period, the requirement for Dong Nai province is to accelerate digital transformation associated with building a digital government, digital economy , and digital society to promote rapid and sustainable growth. The issuance of conclusions accompanying the Project on Leadership and Management of Youth in the period 2026-2030, in a synchronized, substantive, and sustainable manner, is absolutely necessary.
The Provincial Party Committee requested the Provincial Party Committee's Propaganda and Mass Mobilization Department to take the lead in coordinating with the Party Committee of the Provincial People's Committee, the Party Committee of the Vietnam Fatherland Front Committee of the province, and relevant agencies and units to advise the Provincial Party Committee on leading and directing the development of the Youth Work Plan in Dong Nai province for the period 2026-2030. At the same time, it is to guide propaganda work and direct the province's media agencies to strengthen the dissemination of the Party's guidelines and policies, and the State's laws on youth and youth work.
The Party Committee of the Vietnam Fatherland Front Committee of the province and the provincial political and social organizations will build and refine operational models suitable to the new organizational model; promote the role of social supervision and criticism in the implementation of the Youth Work Project. At the same time, they will participate in contributing ideas to improve mechanisms and policies related to youth; and mobilize resources to support the comprehensive development of youth.
The Party Committee of the Provincial People's Council leads and directs relevant agencies and units to research, advise, and propose the issuance of a specialized resolution on mechanisms and policies to support youth; prioritize budget allocation for training and developing young human resources, supporting innovative startups; and supervise the allocation of budget for the implementation of the project.

The Party Committee of the Provincial People's Committee leads and directs the Provincial People's Committee to review and evaluate the effectiveness and value of the implementation of resolutions, programs, and plans related to the Youth Development Strategy that have been issued, as a basis for building, adjusting, and organizing the implementation of the project throughout the province, ensuring synchronicity, uniformity, and avoiding overlap. At the same time, it assigns relevant departments and agencies, based on their functions, tasks, and assigned authority, to proactively advise and coordinate the implementation of the project's tasks and solutions according to the mechanisms and policies that have been issued.
The Party Committee of the commune/ward leads and directs the People's Committee at the same level, and the departments, agencies, and mass organizations at the grassroots level to organize and implement the project in the locality; at the same time, it monitors, inspects, and supervises the implementation of the project's targets in the locality…
