
The Ministry of Health expects the workshop to unify the awareness and orientation of the project's objectives, scope, subjects, roadmap as well as key contents, ensuring consistency, feasibility and practicality. In particular, the implementation according to the roadmap, priority subjects, appropriate contribution levels, the balance capacity of the Health Insurance Fund, and socio-economic conditions in each period.
It is expected that all people will be exempted from hospital fees within the scope of basic service packages, expanded according to the roadmap and resources; health insurance contribution rates will be increased from 2032 to 6%; the grassroots health care network and the smart, multi-layered, multi-benefit health insurance payment system will be completed.

According to Permanent Deputy Minister of Health Vu Manh Ha, the hospital fee exemption policy is not only a healthcare financial solution, but also has profound social and humane significance, which is to reduce the cost burden for people, especially the poor and vulnerable groups; increase equity in access to healthcare services, ensuring "no one is left behind".
On the other hand, it helps improve the quality of health care, because when financial barriers are removed, patients will be examined and treated sooner and more effectively; promoting the completion of the health system in a sustainable direction, reducing the risk of people delaying or abandoning treatment due to costs.
The Ministry of Health leader said that in the world , many countries applying free health care policies or universal health insurance have achieved positive results: reducing the rate of medical poverty, increasing access to services, effectively controlling diseases and reducing late treatment costs...
These are experiences worth referring to for Vietnam to build a model suitable to development conditions, resources and structure of the domestic health system.
