Building a project for socialization and PPP investment in exploiting Thanh Son airport

On March 28, the Government Office issued Notice 100/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on adding the Thanh Son Airport planning to the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050.

According to the announcement, investment in developing transport infrastructure, including airport infrastructure, is very necessary, contributing to socio-economic development and ensuring security and national defense. The Prime Minister has decided to establish a Working Group to study and evaluate the overall capacity of civil aviation exploitation at Thanh Son military airport ( Ninh Thuan province) and Bien Hoa military airport ( Dong Nai province); study the project of socialization, investment in the form of public-private partnership to exploit Na San airport ( Son La province), Vinh ( Nghe An province), Chu Lai ( Quang Nam province), Can Tho (Can Tho city) and some other airports when needed.

Accordingly, Deputy Prime Minister Tran Hong Ha requested relevant ministries, branches, localities and agencies to promptly submit full documents to comment on the report on the implementation of the tasks of Task Force 1121 in Official Dispatch No. 1260/BGTVT-KHDT dated February 13, 2023 of the Ministry of Transport.

Based on the opinions of relevant agencies, the Ministry of Transport will complete the research report on converting military airports into dual-use airports and the research results of the project on socialization and investment under the PPP method to exploit airports; submit to competent authorities for consideration and decision, no later than April 30, 2023.

Along with that, the Ministry of Transport urgently completes the master plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, submits it to the Prime Minister for consideration and approval before April 30, 2023, and at the same time develops and approves the detailed plan for Thanh Son airport as a basis for investment implementation.

The Deputy Prime Minister also requested the Ministries of Transport, National Defense, Finance, and Natural Resources and Environment to proactively prepare for the early implementation of investment and exploitation of airports when the project on socialization, investment under the PPP method to exploit airports and the master plan for the development of the national airport system for the period 2021-2030, with a vision to 2050, is approved by competent authorities; in which, attention should be paid to the handling of public assets, conversion of defense land use purposes, etc. to ensure strict compliance with regulations.

The Deputy Prime Minister assigned the People's Committee of Ninh Thuan province to conduct research, establish and evaluate investment plans under the PPP method (in which it agrees with the Ministry of National Defense and relevant agencies on the plan to use existing runways or build new ones to have a plan to handle land and assets according to regulations) according to the criteria of economic and technical efficiency and the ability to mobilize capital (state capital - central, local and investor capital) to invest in Thanh Son airport;

Develop a project for socialization and investment under the PPP method to exploit Thanh Son airport according to the guidance of the Ministry of Transport, in accordance with relevant planning, and submit it to competent authorities for consideration and decision (including assignment to competent authorities).
