Construction of Ban Lai reservoir canal system: Difficult due to lack of capital - Lang Son Electronic Newspaper

- The canal project of Ban Lai Lake Phase 2 is invested to connect with the canal project of Phase 1 to bring irrigation water for agricultural production and aquaculture. However, the project is lacking capital for construction and site clearance, affecting the progress of the project. Currently, the investor is implementing solutions to avoid delays in the project.

The canal system of Ban Lai Lake project phase 2 is built in the communes of Khuat Xa, Tu Doan, Yen Khoi with a total length of more than 33 km. When completed, the project will connect with the existing irrigation system to irrigate more than 1,600 hectares of agricultural land and 52 hectares of aquaculture area in the communes of Khuat Xa, Tu Doan, Yen Khoi, Tu Mich, Huu Khanh. In particular, the project also creates additional water sources for industrial development in industrial clusters in Na Duong town. The investor is the Irrigation Investment and Construction Management Board 2, Ministry of Agriculture and Rural Development .

"The Board has recommended to the Ministry of Agriculture and Rural Development to supplement capital for the project in 2024 and prioritize allocation for site clearance and payment to people. This is an extremely important condition for the project to speed up construction progress when the 2024 dry season is approaching." Mr. Pham Hai Binh, Head of the Project Management Board


Mr. Pham Hai Binh, Head of the Project Management Board, informed: This is a project of great significance to exploit the water source of Ban Lai Lake to serve the multi-purpose economic development of the communes in the downstream area of Ban Lai Reservoir and the surrounding areas of Loc Binh District. The entire canal system is built with a system of pipes made of fiberglass and HDPE pipes buried 1 to 2 meters underground. The project was implemented with great support from the people, but the capital allocated for the project has not met the set plan.

According to the investor, the project has a total investment of more than 230 billion VND, with an implementation period of 3 years (2023 - 2025). However, the capital allocated for the project in 2023 and 2024 has only been allocated 55 billion VND, including: 30 billion VND for construction and installation items; 25 billion VND for site clearance, equivalent to 30.7% of the total construction and site clearance value of the project.

Mr. Nguyen Van Tuyen, Deputy Director of the Loc Binh District Land Fund Development Center, said: The area recovered for construction is 15.79 hectares, with 939 households affected. From the beginning of 2024 to the end of July 2024, the center has completed the counting of 882 households, handing over 4.76/15.79 hectares of land. The reason for the low volume of land handed over is that the capital plan for site clearance has not met the requirements. At the end of July 2024, the center advised the District People's Committee to issue an official dispatch to the Department of Planning of the Ministry of Agriculture and Rural Development, requesting to supplement the capital plan for site clearance in 2024 with an additional capital of 11.3 billion VND.

Regarding the construction and installation of project items, the consortium consists of 4 construction units: Dai An Construction Joint Stock Company, Thang Long Construction Group Joint Stock Company, Hawaco Electromechanical Company Limited, Hung Vuong Construction Joint Stock Company. In which, Dai An Construction Joint Stock Company is the leader of the consortium.

Mr. Hoang Anh Tuan, Deputy Commander in charge of construction (Dai An Construction Joint Stock Company) said: The capital allocated for the new construction and installation items is about 20% of the construction and installation contract value, while the value of the contractors' implementation so far has reached 33% of the contract. Not only that, the volume of land handed over to the contractor is low and not contiguous, making the already difficult construction organization even more difficult. The contractor consortium proposed that the People's Committee of Loc Binh district speed up the progress of handing over the land so that the contractors can soon have a clean land to synchronously construct the entire route.

"The consortium of contractors has met and developed a plan to mobilize all resources so that when the dry season of 2024 arrives, production on the construction site will be accelerated. Therefore, the site clearance work needs to be very urgent to meet the volume value committed to the investor in 2024, striving to complete 60% of the contract value," Mr. Hoang Anh Tuan added.

This is an important project for Loc Binh district in terms of proactive irrigation water sources for communes in the downstream area of Ban Lai Lake. In particular, the project also creates a stable water source to serve the construction and development of industrial clusters in Na Duong town, as well as attract investment in building factories to provide clean water for daily life for people. However, in order for the project to meet the progress requirements, it is very important that the Ministry of Agriculture and Rural Development and central agencies allocate sufficient capital for the project. At the same time, the investor continues to urge contractors to urgently complete construction and installation for the sections that have been handed over the site and develop a detailed plan to implement the next sections to meet the progress requirements.
