Attending the Congress were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee. Attending were comrades of the Provincial Party Standing Committee, members of the Provincial Party Committee, leaders of departments, branches and sectors of the province; representatives of the Vietnam Veterans Association and 203 delegates representing more than 64,000 War Veterans Association members in the whole province.

During the last term, the province had more than 64,000 members in 124 War Veterans Associations in communes and wards and 3,470 branches. The Associations at all levels have been proactive and creative in implementing tasks, focusing on the "Exemplary Veterans" movement associated with "Studying and following Ho Chi Minh's ideology, morality and lifestyle". The province has built over 350 effective economic models, many of which have earned an income of 200 million to over 1 billion VND/year. The "Comradely Love" Fund has been maintained with a total capital of over 25 billion VND, creating conditions for thousands of members to borrow capital, build more than 200 "Comradely Love Houses" and support poor members to stabilize their lives. The Association also actively participates in social and charitable activities, building new rural areas, protecting the environment, and maintaining security and order.

In the 2025-2030 term, the Association has determined the motto of action: "Promoting tradition, solidarity, exemplary, innovative, building a strong Association, contributing to the comprehensive and sustainable development of the province". The main goals include: 100% of the Association's grassroots units successfully completing their tasks; 90% of members achieving the title of "Exemplary Veteran"; reducing the poverty rate among members to below 1%; striving to have over 70% of member households being well-off and rich; building at least 100 new economic models; maintaining the "Comradely Love" Fund at over 30 billion VND.

Speaking at the Congress, Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged and warmly commended the efforts and contributions of all cadres and members of the provincial War Veterans Association in the past term. He also pointed out some shortcomings such as the uneven dissemination and implementation of resolutions at some bases; and the infrequent coordination of traditional education activities for youth. In the context of the new period with both opportunities and challenges, he requested the provincial War Veterans Association to continue to strongly innovate, promote the heroic tradition and sense of responsibility before the Party and the People.

The Provincial Party Secretary emphasized a number of key tasks for the Congress to discuss and resolve: Resolutely upholding revolutionary goals and ideals; promoting the core role in protecting the Party's ideological foundation; building a comprehensively strong Veterans Association, worthy of being a reliable political force of the Provincial Party Committee; promoting the exemplary qualities of "Uncle Ho's soldiers", actively participating in building and protecting the Party, government and people.

He requested that the Association at all levels promote patriotic emulation movements, focusing on the "Exemplary Veterans" movement; actively participate in socio-economic development, national defense and security programs; take good care of the material and spiritual lives of members; continue to educate the younger generation on patriotic traditions; build a strong and comprehensive Association; promote digital transformation and apply information technology to improve operational efficiency.

The Congress appointed 33 comrades to the Executive Committee of the Veterans Association of Tuyen Quang province for the 8th term, 2025-2030; appointed comrade Luong Van Hiep to hold the position of Chairman of the Veterans Association of the province for the 2025-2030 term; and at the same time appointed 10 delegates to attend the 8th National Congress of the Vietnam Veterans Association.
