Building a "scenario" to achieve double-digit growth target

To achieve the GRDP growth target of 10% in 2025, in the fourth quarter of 2025 alone, Dong Nai province must achieve a minimum growth rate of 12.8%. Based on the minimum growth rate that must be achieved, the Provincial People's Committee has developed a growth scenario for the last 3 months of 2025.

Big challenge

According to the Government's target, in the last 6 months of 2025, Dong Nai province must achieve GRDP growth of 8.7% and 8.5% for the whole year of 2025. However, with the determination to create a solid foundation for development in the next period, Dong Nai province continues to set a growth target of 10% for the whole year of 2025.

According to Provincial Party Committee member and Director of the Department of Finance Truong Thi Huong Binh, in the third quarter of 2025, Dong Nai province's GRDP growth reached 10.18%, ranking 3rd in the country. Accumulated in the first 9 months of 2025, Dong Nai province achieved a growth rate of 8.86%, ranking 10th in the country.

In the general increase in the first 9 months of 2025, the agriculture - forestry and fishery sector increased by 4.1%; industry - construction increased by 10.32%, of which industry increased by 9.34%; services increased by 8.95% and product tax increased by 6.78%.

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, assessed: To achieve the above results, Dong Nai province has directed very strongly in implementing tasks on public investment and planning to shape new development drivers. Along with that, industrial production activities maintained good growth momentum, attracting FDI capital achieved many positive results.

With the results achieved in the 3 quarters of 2025, to complete the annual growth target of 10%, in the fourth quarter of 2025, Dong Nai province must achieve a minimum growth rate of 12.8%. With this target, Dong Nai province has built a growth "scenario" for each specific region.

Accordingly, in the fourth quarter of 2025, the agriculture, forestry and fishery sector needs to achieve a growth rate of 4.35%; industry and construction increase by 15.87%, of which industry increases by 14.58%; services increase by 9.99% and product tax increases by 13.09%.

According to the assessment, the minimum growth target to be achieved in the fourth quarter of 2025 is a very challenging task, requiring total efforts and the highest determination of the entire political system.

Comrade VO TAN DUC, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested relevant units to continue implementing social housing projects, striving to complete 4,208 social housing units in 2025.

Focus on achieving your goals

To achieve the growth target in the fourth quarter of 2025, according to the Provincial People's Committee, the key tasks that need to be implemented are: Accelerating the disbursement of public investment capital, considering this a key task to promote growth; promoting industrial production - construction, services and high-tech agriculture because these are the three pillars of the province's growth; promoting the attraction of domestic investment, high-quality FDI capital and speeding up the progress of land use rights auctions.

According to the Department of Finance, to complete the target of disbursing 100% of public investment capital according to the plan assigned by the Prime Minister in 2025, from now until the end of the year, Dong Nai province must focus on completing the disbursement of more than 8.3 trillion VND of remaining capital.

Regarding budget collection, as of November 6, the total state budget revenue reached over 75 trillion VND. If the revenue from the 3 auctioned land lots is calculated, the cumulative budget revenue reached over 81.2 trillion VND. To achieve the budget collection target of 100 trillion VND according to the Provincial Party Committee Resolution, in the remaining months of 2025, Dong Nai province needs to complete the collection of over 18.7 trillion VND. At the current budget collection rate, domestic revenue and import-export revenue are expected to ensure the completion of the target.

Provincial Party Committee member, Director of the Department of Agriculture and Environment Nguyen Tuan Anh said: To complete the target of GRDP growth in the agricultural sector, the unit will focus on implementing drastic and synchronous solutions. In particular, focusing on implementing 2 ongoing tasks including: Agricultural extension program in 2025; effectively implementing components of the Carbon Reduction Project to 2030, vision to 2050 in the province.

Regarding the Provincial Land Fund Development Center, this unit said: From now until the end of 2025, it will focus on speeding up the auction progress of 5 priority land plots according to the direction of the Provincial Party Standing Committee in Tran Bien ward, Tam Hiep ward and Phuoc An commune. Accordingly, the total expected starting price of the auction of these 5 land plots is more than 14.8 trillion VND. Along with that, the Provincial Land Fund Development Center will also strive to auction 2 other land plots with a total starting value of about 900 billion VND.

At the thematic conference on some key tasks and solutions in the last months of the year to achieve the economic growth target in 2025 organized by the Provincial Party Committee on November 8, Chairman of the Provincial People's Committee Vo Tan Duc emphasized: The last two months of the year are the time for total effort and acceleration. Therefore, the Provincial People's Committee requires departments, branches, sectors and localities to focus on implementing the assigned tasks.
