The political report of the 13th Central Committee of the Party presented to the 14th Party Congress identified one of the strategies for firmly defending the Fatherland in the new situation as continuing to build a revolutionary, regular, elite, and modern People's Army and People's Public Security force.

This policy and task received strong consensus from officials, Party members, and the people, who proposed many solutions.

Colonel Nguyen Ba Dan, former Chief Inspector of the Thanh Hoa Provincial Police, expressed his confidence that the Central Committee continues to pay attention to the work of building the People's Army and the People's Police, which President Ho Chi Minh affirmed as "the two arms of the people, of the Party, of the Government, and of the proletarian dictatorship." Due to the important role and position of these two forces, especially since the country implemented the reform process initiated and led by our Party, and gradually integrated into the international community, the work of building the People's Army and the People's Police has received even more attention from the Party.

From the 8th to the 10th National Congresses of the Party, the Party has consistently affirmed: Building a revolutionary, regular, elite, and progressively modern People's Army and People's Public Security Force. At the 13th National Congress, the Party clearly stated: “Building a revolutionary, regular, elite, and progressively modern People's Army and People's Public Security Force, with some branches and forces advancing directly to modernity. By 2025, the Army and Public Security Force will be fundamentally built into a lean, efficient, and strong force, creating a solid foundation, striving to build a revolutionary, regular, elite, and modern People's Army and People's Public Security Force by 2030; strong in politics , ideology, ethics, organization, and personnel.”

For the People's Public Security Force, building on the experience gained from the process of reorganizing the organizational structure in accordance with the resolutions of the 12th and 13th Party Congresses, the resolutions of the Politburo, and through the summary of the implementation of Resolution No. 18-NQ/TW of the Central Committee on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient, the Party Committee of the Central Public Security Ministry has developed Project No. 25-DA/DUCA dated January 10, 2025, to continue reorganizing and streamlining the organizational structure of local police forces to operate effectively and efficiently, meeting the requirements and tasks of the new era. Continuing to thoroughly implement Resolution No. 60-NQ/TW of the 13th Central Committee of the Communist Party of Vietnam on the rearrangement and merger of provincial and commune-level administrative units and the organization of a two-tiered local government system, the Party Committee of the Central Public Security Ministry and the Ministry of Public Security proactively advised and implemented comprehensively and effectively the tasks and solutions to rearrange the organizational structure of the People's Public Security force in conjunction with the rearrangement of administrative units.


After numerous restructuring efforts, the People's Public Security Force has now reduced its number of general departments by 7, its bureaus and equivalents by 62, its provincial-level police and fire prevention and fighting forces by 49, its departmental-level units by over 2,620, and its team and commune-level units by over 18,560. Based on the new organizational model, the Ministry of Public Security has restructured its personnel at all levels according to the motto "A streamlined Ministry, a comprehensive provincial force; a strong commune-level force rooted in the grassroots." After eight years of implementing Resolution No. 18-NQ/TW, the Ministry of Public Security's organizational structure has been streamlined, and its personnel have been rationally structured to strengthen both the combat-oriented and grassroots forces. All aspects of police work have achieved comprehensive results, the security and order situation has improved positively, and the quality of service to the people has significantly enhanced, contributing to raising the status and meeting the requirements and tasks of building a revolutionary, professional, elite, and modern People's Public Security Force.

For the military forces, during the 2020-2025 term, the Party Committee of the Army successfully achieved the basic goal of building a "lean, efficient, and strong" army in accordance with Resolution No. 05-NQ/TW dated January 17, 2022, of the Politburo of the 13th Party Congress "on the organization of the Vietnam People's Army in the period 2021-2030 and beyond," meeting the requirements of the new situation, consistent with the two-level local government organizational system, and the Party's viewpoint and guidelines on national defense and people's war. By September 2025, the entire army will have adjusted the organization and staffing of more than 4,000 organizations, ensuring synchronization and rationality among components and forces, avoiding overlapping functions and tasks, and reducing intermediate levels and service units.

Lieutenant Colonel Le Thuy Son, Secretary of the Party Committee and Political Commissar of Regiment 64 (Division 361, Air Defense - Air Force Command), stated that accompanying the Political Report of the 13th Central Committee is the Draft Action Program of the Central Committee to implement the Resolution of the 14th Party Congress. This is an innovative and scientific approach, demonstrating the Central Committee's political determination to put the resolution into practice. This Central Committee Action Program clearly defines specific tasks to continue building a revolutionary, regular, elite, and modern People's Army and People's Public Security force.


In fact, many military units have recently received attention from the Party, the State, the Central Military Commission, and the Ministry of National Defense, being equipped with many advanced weapons and equipment, contributing to better performance in combat readiness and combat. Regiment 64 is tasked with managing and protecting the airspace of Hanoi, the capital city, and the airspace, sea, and islands of northern Vietnam. The regiment is equipped with the S-300PMU1 missile system, one of the most powerful air defense missile systems in the world. After seriously implementing combat training, the soldiers have truly mastered the modern weapons and equipment, ensuring their role as a strategic air defense force and contributing to the firm protection of the nation's airspace.

From the southwestern sea region of the Fatherland, Lieutenant Bui Quoc Cuong, Deputy Captain of the CSB-4040 vessel (Coast Guard Region 4), conveyed his sentiments regarding the 14th National Congress of the Party. He hoped that the Central Committee would not only focus on investing in modern military equipment and weapons but also make decisions to create incentives for improving the self-sufficiency in producing modern equipment and weapons. Practical experience in patrolling and controlling the sea shows that domestically produced equipment and weapons not only utilize advanced technology but are also suitable for the terrain, climate, and specific tasks of each unit.

During the 2020-2025 term, many groundbreaking scientific and technological solutions of the Vietnam People's Army contributed to the excellent achievement of the basic goal of building a "lean, efficient, and strong" army. Promoting the development of science and technology, innovation, and digital transformation; developing a self-reliant, independent, strong, dual-use, and modern defense industry is also one of the three breakthroughs set forth by the Central Military Commission and the Ministry of National Defense to build a revolutionary, regular, elite, and modern People's Army in the 2025-2030 period.
