Building a healthy, progressive and civilized cultural environment

(BLC) - In recent years, the construction of a healthy cultural environment and life associated with the movement "All people unite to build a cultural life" and the Campaign "All people unite to build new rural areas and civilized urban areas" has been widely deployed by all levels, sectors and localities in the province and received strong support from all walks of life, thereby contributing to improving the cultural and spiritual life of people in the province.

The construction of a healthy cultural environment and life in implementing civilized lifestyles in weddings, funerals and festivals has been widely implemented in the province, creating consensus and response from agencies, units, enterprises and a large number of people participating. Thereby, the number of agencies, units, schools and enterprises meeting cultural standards is increasing. Weddings and funerals in localities in the province are currently organized in a streamlined manner, in accordance with the fine customs of the nation. Traditional rituals and good customs of the nation, especially those of ethnic minorities, are preserved and promoted; many backward customs and superstitions have been eliminated.

Many annual folk festivals in localities are maintained and organized in accordance with the State's orientation and have truly become festivals, imbued with regional characteristics, attracting a large number of people to participate. Through these festivals, traditional cultural characteristics of ethnic groups in the province are restored, preserved and promoted, thereby contributing to enriching the cultural and spiritual life of the people.

Artisan Hu Co Xuan and people of Kan Ho commune (Muong Te district) strive to preserve and promote the cultural identity of the Si La ethnic group.

The movement to build cultural families has truly become a large-scale emulation movement, attracting the participation of many people and families. By the end of 2023, the whole province had 91,555/106,517 households recognized as cultural families, accounting for 86%. In the process of nurturing and building a warm home, cultural families have practiced a healthy, honest, benevolent, disciplined, orderly lifestyle, and have consciously complied with policies and laws.

The movement to build cultural villages and cultural neighborhoods has been widely developed from urban to rural areas, contributing to the increasingly new face of the province. By the end of 2023, the whole province had 714/965 residential areas recognized as cultural villages and cultural neighborhoods, accounting for 74.7%. Through the construction of cultural villages and cultural neighborhoods, the great solidarity of the people has been strongly promoted. Social evils have been gradually pushed back, the good traditional cultural values of ethnic minorities have been preserved and promoted; the good traditions of the nation such as "When drinking water, remember the source", "Repaying gratitude", the spirit of mutual love and affection, etc. have been strongly promoted in the community. Activities to support each other in economic development, poverty reduction, and building civilized urban areas have been increasingly spread. Many traditional crafts and cultural heritages have been preserved, promoted, and developed. Cultural, folk arts, physical education and sports activities are regularly organized in diverse, rich and attractive forms, thereby meeting the increasing needs of people for cultural and spiritual enjoyment.

The campaign "All people unite to build new rural areas and civilized urban areas" associated with the emulation movement "Lai Chau joins hands to build new rural areas" has been widely deployed, contributing to the remarkable change in the appearance of the province's rural areas, the quality of people's lives has been increasingly improved, the poverty rate has decreased rapidly over the years. By the end of 2023, the whole province had 01 district-level unit recognized as meeting/completing new rural standards; 39 communes were recognized as meeting new rural standards. The poverty rate in the province has decreased to 23.88%. Socio-economic infrastructure has been built synchronously, especially the system of grassroots cultural and sports institutions such as cultural houses, cultural and sports areas, libraries, post offices - communal cultural points, community activity houses, community learning centers, etc. are increasingly improved, promoting efficiency, well serving the cultural enjoyment needs of the people.

Every year, at the National Great Unity Days in residential areas, the Front at all levels also organizes and implements patriotic emulation movements in the community such as: Campaign "All people unite to build new rural areas, civilized urban areas", Movement "For the poor - No one is left behind", "The whole country joins hands to build new rural areas", "All people unite to build a cultural life", "All people protect national security", "All people participate in protecting the environment"...; organize people to register to build cultural families, in accordance with the village covenants and conventions of the community, practice a civilized lifestyle in weddings, funerals and festivals; build "bright - green - clean - beautiful" residential areas; expand cultural and artistic exchange activities; develop folk and traditional games; organize visits, encouragement, and gift giving to families of policy beneficiaries and people with meritorious services; Activities to help the poor and social security. Organize to honor groups, individuals and families with achievements and contributions to the community; honor cultural families, studious clans, examples of perseverance to overcome difficulties, groups and individuals with many contributions to the community. Thereby creating motivation to build and develop safe, healthy, civilized and beautiful residential areas.

It can be affirmed that the construction of a healthy cultural environment and life associated with the movement "All people unite to build a cultural life" and the Campaign "All people unite to build new rural areas and civilized urban areas" in the province in recent times has gone into depth, practicality and effectiveness. It has created a strong change in the implementation of a civilized lifestyle; the fine traditional cultural values of the nation have been preserved and promoted; many new and advanced cultural values have been selected, absorbed and cultivated; the cultural and spiritual life of the people has been increasingly improved... Thereby, it has made an important contribution to the construction and development of Lai Chau culture and people to meet the requirements of sustainable development of the province and the country.

Besides the achieved results, there are still some shortcomings and limitations such as: Some Party committees and authorities have not had proper and full awareness, so they have not paid due attention in leading, directing and organizing the implementation of building the environment and cultural life.

The work of propaganda, education, mobilization, and raising awareness of all classes of people about building a cultural life in particular and building a healthy cultural environment in general has not been carried out regularly and systematically, leading to the failure to promote the self-awareness and responsibility of organizations, individuals, and communities in participating in building a cultural environment and life. The forms of propaganda and education are not rich and effective, still formalistic, not going into the substance. Cultural activities have not really attracted the participation of many classes of people. Cultural life and the gap in cultural enjoyment are still different between urban and rural areas. In many places, cultural life is still poor, monotonous, and the cultural environment is not really healthy.

The organization and implementation of the movement "All people unite to build a cultural life" in some places still pursues achievements and quantity, without paying attention to improving quality. The quality of cultural titles, such as cultural families, cultural villages, cultural hamlets, and villages in many places is still limited, not promoting effectiveness and attracting the participation of many classes of people. In the event of happiness and filial piety, there is still the phenomenon of organizing lavish and expensive weddings; organizing funerals for many days causes environmental pollution; the good traditional cultural lifestyle and way of life are showing signs of decline. There are still signs of degradation and deterioration in morality and lifestyle. Social evils are increasing, the nature and number of drug cases, prostitution, robbery, extortion, murder... are still taking place in increasingly sophisticated and complicated ways. Domestic violence, school violence, child abuse... are still hot issues in society. Social evils such as gambling, smuggling, illegal drug trafficking, betting, black credit, loan sharking... cause frustration in society. There is still the phenomenon of importing and spreading obscene cultural products, unhealthy activities through cultural service establishments such as karaoke, public internet...

Based on the achievements, the shortcomings and limitations that need to be overcome and from current practices, in order to build a healthy environment and cultural life, it is necessary to implement the following solutions: Firstly, continue to promote propaganda, mobilization and education to raise awareness of the whole society about the position and role of the environment and healthy cultural life in the sustainable development of the country. Propaganda of the Party's guidelines and policies, the State's policies and laws on implementing the movement "All people unite to build a cultural life" associated with the Campaign "All people unite to build new rural areas and civilized urban areas"; propaganda and mobilization of cadres and people in villages, hamlets and residential groups to implement the content of village and community conventions; regulations on civilized lifestyle, practicing thrift in weddings and funerals; actively building cultural families and preventing and combating domestic violence; Disseminate standards for recognizing communes that meet new rural cultural standards, build civilized urban areas, and cultural residential areas to each family and residential area in the area; disseminate typical advanced examples... These are specific and important tasks, contributing to bringing the Party's guidelines and policies and the State's policies and laws into life.

Second, strengthen state management, perfect and build the legal system, mechanisms and policies: To build a healthy and progressive cultural environment and life, which is the spiritual foundation of society, it is necessary to have a legal system aimed at protecting values, ethics, lifestyles, good cultural lifestyles, protecting and respecting the right to mastery of others and the community. Through the role of state management, build a system of legal documents, use the law to regulate human behavior appropriately, in order to gradually become self-aware of each person, towards implementing standards of ideology, ethics, lifestyles, and cultural lifestyles.

Therefore, it is necessary to conduct research, inventory, and evaluate traditional ideology, culture, ethics, lifestyle, and way of life, so that on that basis, what is good is inherited, what is bad, hindering development must be eliminated from practical life, at the same time, we must fight against reactionary, depraved elements, contrary to the fine customs of the nation that are affecting our cultural environment.
