According to the assessment of the Department of Agriculture and Environment, the whole province has identified 9 provincial-level key points and 66 commune-level and ward-level key points with high risk of incidents when major natural disasters occur. These locations are mainly distributed at the dykes, embankments, and critical culverts along the coast and rivers, especially in the Hai Thinh sea dyke area, the left Day dyke, the right Hong dyke, the culverts: Au Chanh, Lac Thien 1, Moc Nam...
Implementing the motto "Proactive prevention is the main thing, timely response, quick and effective recovery", the Provincial Civil Defense Command has been strengthened, clearly assigned tasks to members in charge of each area, and at the same time established command headquarters in both flood-fighting areas (Tran Lac Khoi, Tac Giang) and coastal areas (Binh Minh, Hai Thinh).
The forces participating in handling and protecting key points include the shock force of the commune and ward; the reinforcement force is the army and the provincial police, and at the same time, resources are mobilized from businesses located in the area. Particularly for special key points such as Au Chanh (Tay Hoa Lu ward), Lac Thien 1 (Quang Thien commune), Binh Minh III dike, Hai Thinh 3 embankment..., each key point has a specific plan, in which the force mobilizes 200-350 people; the means are trucks, excavators, materials including sacks, waterproof tarpaulins, boulders, steel cages... and can be deployed to respond within 40-60 minutes from the time of the order.
In particular, the province has established a system of reserve material warehouses in areas such as Gia Vien, Khanh Thien, Kim Dong, Duy Tan, Phu Ly, Rang Dong, etc. to serve quick response. In case of an incident beyond the response capacity of the commune level, the Chairman of the People's Committee of the commune or ward must immediately report to the Provincial Civil Defense Command to mobilize support resources from neighboring localities.
Departments and branches: Industry and Trade, Health, Construction, Science and Technology, Provincial Military Command, Provincial Police, Ninh Binh Newspaper and Radio - Television, Ninh Binh Electricity One Member Co., Ltd., Irrigation Works Exploitation One Member Co., Ltd., Hydrometeorological Station and People's Committees of communes and wards, based on their assigned functions and tasks, strictly implement the contents of the plan.
Developing and promulgating plans to protect key disaster prevention and control areas is an important basis to help departments, branches and localities proactively prevent and minimize damage caused by natural disasters, contributing to protecting people's lives and property in the current complex weather conditions.
