Illegal construction in Trang An Heritage will be "terminated"

According to the document of the Ninh Binh Provincial People's Committee, violations of construction order, land management and use, and accommodation service business activities in heritage areas are still complicated. Some communes and wards have not really paid attention and given direction, and the handling of violations has not been timely and thorough. There are cases of organizations and individuals deliberately violating after being handled by competent authorities.

Illegal construction on agricultural land, encroachment on land managed by the People's Committee of the commune or ward, construction not in accordance with the construction permit... still occurs in some places, affecting the environment, landscape and causing difficulties for heritage management.

Therefore, the People's Committee of Ninh Binh province requested the Department of Tourism to preside over and coordinate with the People's Committees of communes and wards to strengthen inspection, detection, prevention and strict handling of violations of construction order, land management and use and tourism accommodation service business.

Before implementing projects inside or outside world heritage protection areas, organizations and individuals must assess factors affecting world heritage according to the provisions of the Law on Cultural Heritage and UNESCO's guidelines.

Coordinate with the People's Committees of communes and wards in the heritage area to develop a coordination regulation in heritage management and protection, especially in coordinating inspection, detection and strict handling of violations of construction order, land management and use.

For the Department of Culture and Sports, review, research, and propose locations and areas for archaeological exploration and excavation in heritage sites to advise on archaeological planning in the province.

Appraise or participate in appraising projects on protecting and promoting heritage values and providing opinions on projects to renovate and construct works outside the heritage buffer zone that may impact the original constituent elements and cultural landscape of the heritage.

For the communes and wards of Hoa Lu, Tay Hoa Lu, Nam Hoa Lu, Yen Son, Quynh Luu, Dai Hoang, the People's Committee of Ninh Binh province requests to strengthen land management, construction order, tourism accommodation business, resolutely and strictly handle violations, especially illegal land use and illegal construction.

Chairmen of People's Committees of communes and wards shall take full responsibility for any violations in heritage management in the localities under their management.

In cases of illegal construction on agricultural land and on encroached land, it is required to dismantle all illegal constructions and restore the original condition.

Do not convert agricultural land or unused land managed by the People's Committee of the commune or ward in the core heritage area to other uses. Do not convert pond land, gardens and other types of land in the core heritage area to residential land.

A typical example of resolutely handling violations of construction and land order in the heritage area in recent times is Nam Hoa Lu ward. Mr. Nguyen Phi Ha, Head of the Economic, Infrastructure and Urban Department of Nam Hoa Lu ward said: From July 1, 2025 to now, through inspection, we discovered 44 cases of violations in Trang An Heritage (including 6 cases of violations of construction order, 38 cases of violations of land).

Currently, the ward has made a record of all violations requiring voluntary dismantling and scooping. Up to now, 32/44 cases have complied and the ward is continuing to urge and thoroughly handle 12/44 cases.

In the coming time, we will continue to strengthen inspections, especially in the core heritage area. Close coordination between the street working groups, ward working groups and the ward's professional departments will be implemented to prevent violations as soon as they are discovered. At the same time, we will strengthen propaganda and mobilize people to comply with the law on land and construction order, Mr. Ha added.
