Construction of APEC Conference Center cost more than 21,860 billion VND

An Giang Provincial People's Council decided to invest in the APEC Conference Center project under a build-transfer contract (BT contract), with an area of ​​over 16 hectares and a total investment of about VND 21,860 billion.

On November 14, the An Giang Provincial People's Council held its 5th session (special session) and passed 9 important resolutions. Notably, the Provincial People's Council agreed on the investment policy for the APEC Conference Center project under the BT contract form in Phu Quoc special zone.

The project aims to build a complete and synchronous APEC Conference Center, including technical infrastructure systems and facilities serving meetings, parties, exhibitions, performances and many important activities during the APEC 2027 Conference.

The project is expected to contribute to ensuring the success of the event, promoting local socio -economic development and enhancing national status.

After APEC 2027, the project will become a venue for cultural, artistic, sports , entertainment, exhibition programs... in a modern direction, in harmony with nature and sustainable development.

The project has a scale of 16 hectares, including the following items: Conference and exhibition center (3 floors above ground, 1 basement, minimum 6,500 seats); multi-purpose theater (6 floors above ground, 1 basement, about 4,000 seats); APEC park.

The technical infrastructure system includes transportation, power supply, public lighting, telecommunications, water supply and drainage, solid waste management, public sanitation and other technical items. The total investment of the project is more than 21,860 billion VND (excluding interest).

The investor commits to allocate 100% of capital for the 2025-2027 period, of which equity capital is at least 15% (about VND 3,279 billion), the remaining maximum 85% is mobilized capital (about VND 18,581 billion), meeting legal regulations.

The project is expected to be constructed from the fourth quarter of 2025 to the second quarter of 2027 and implemented under a build-transfer (BT) contract, with payment by land fund with a total area of ​​about 105 hectares. After the competent authority determines the land price as the basis for payment, if there is a difference according to the conclusion of the audit and inspection agency, the investor must make additional payment to the state budget.

Also at this session, the An Giang Provincial People's Council passed many resolutions on economic development, conversion of forest land for APEC projects, adjustment and supplementation of the medium-term public investment plan for the 2021-2025 period from central budget capital and local budget capital in the province; supplementing the public investment plan for 2025...
