The whole Quang Tri province currently has about 270,000 people under the policy, people with revolutionary contributions, including nearly 25,000 war invalids, sick soldiers and more than 4,000 Vietnamese Heroic Mothers, with 21 mothers still alive.
Imbued with the philosophy of “remembering the source of water”, the province always considers the work of gratitude a central, regular and meaningful political task. In particular, the program of eliminating temporary and dilapidated houses for people with meritorious services is identified by the province as a top priority – both urgent in terms of life and showing deep gratitude towards War Invalids and Martyrs Day, July 27.

Nearly 100% of meritorious households have had their houses rebuilt or repaired.
Speaking to reporters of the Government Electronic Newspaper, the leader of the Department of Construction of Quang Tri province said: Implementing Decree 131/2021/ND-CP of the Government and Decision 21/2024/QD-TTg of the Prime Minister, the two provinces of Quang Tri and Quang Binh (before the merger) approved the housing support project for people with meritorious services and relatives of martyrs. After reviewing, the total number of households in need of support is 4,949. Specifically, Quang Tri has 2,390 households (312 newly built, 2,078 repaired), Quang Binh has 2,559 households (548 newly built, 2,011 repaired).
Each newly built household is supported with 60 million VND from the central budget, and 30 million VND for repairs. The local budget supports an additional 10-40 million VND/household, depending on the level and specific needs.
In parallel with the project, the locality develops resolutions and designs house models that ensure the "3 hard" criteria (hard foundation, hard frame/wall, hard roof) with suitable area and sustainable structure. Households are free to decide on the architecture and scale of the house according to their ability and wishes, based on support from the State and family contributions.
Local authorities are responsible for monitoring, providing capital in stages, guiding payment procedures, and adjusting the beneficiary list if necessary. In particular, for single-parent and disadvantaged households, the locality organizes a complete construction package, mobilizing youth and people to support labor and materials in the spirit of "the strong help the weak".
Thanks to the drastic direction of the Provincial People's Committee, the synchronous participation of departments, branches, local authorities and the consensus of the people, by the morning of July 18, 2025, the whole province had started construction for 4,903/4,907 households in need, reaching 99.9% of the plan. Compared to the initial number of 4,949 registered households, 42 households withdrew due to changes in demand, of which Quang Binh (old) decreased by 33 households, Quang Tri (old) decreased by 9 households.
Each household is supported with 60 million VND for new construction and 30 million VND for repairs from the central budget; local authorities support an additional 10-40 million VND.
Sharing experiences that helped achieve this result, the leader of the Department of Construction of Quang Tri province emphasized: First of all, it is the synchronous and responsible participation of the entire political system, especially the core role of the authorities at the commune, village, hamlet and neighborhood levels. All stages - from publicizing criteria to reviewing subjects - are carried out transparently, with the participation of the Fatherland Front, unions and people at the grassroots level.
The coordination process between departments and branches is closely organized and unified, helping policies to be effectively implemented and avoiding overlap. The province also established an information system to monitor progress and promptly resolve problems arising at the grassroots level.
The implementation plan is built on a clear roadmap, but is flexibly adjusted depending on weather conditions, resources and self-reliance of each household. Local authorities are given the right to proactively adjust the support list during the implementation process, ensuring it is realistic, targeted, not formal, and not chasing after achievements.
Integrating programs, policies and mobilizing social resources - from businesses, socio-political organizations and people - helps each completed house not only ensure the "3 hard" standards but also be spacious, sustainable and suitable for living conditions.
A consistent experience is to put people at the center. Every step has the listening, consensus and direct participation of the people, especially families of meritorious people. The government plays a role in coordinating, supporting and resolving difficulties on the spot.
In particular, the Provincial Party Committee and Provincial People's Committee have directed the advance of local budgets for timely implementation, while maximizing the mobilization of other resources to increase support effectiveness. This approach not only reduces financial pressure but also deeply spreads humanistic values and community responsibility.
The strength of solidarity and community affection
Although not a locality in the group with developed economic conditions, but is the place with the highest number of meritorious people and policy beneficiaries in the country, with thousands of houses needing to be rebuilt or repaired - but with strong political determination and a high sense of responsibility, Quang Tri has made efforts to "reach the finish line" on time.
Quang Tri has done what seems not easy, to contribute to adding more meaning to the War Invalids and Martyrs Day, July 27 this year, with practical and emotional actions. This is also a model for other localities to look at, to join hands in spreading the morality of "remembering the source of water when drinking" with specific, humane and profound actions.
