Previously, as reported, on the night of September 12 to the morning of September 13, 2023, a fire broke out at the mini apartment building No. 37, Alley 29/70, Khuong Ha Street, killing 56 people. This mini apartment building was licensed by Mr. Dang Hong Thai in March 2015 with a scale of 6 floors, a mezzanine floor and an elevator penthouse floor, but was "magically" transformed into 9 floors by the investor, Mr. Nghiem Quang Minh (44 years old, residing in Yen Hoa Ward, Cau Giay District).

Regarding this incident, Hanoi City Police have prosecuted Nghiem Quang Minh (the project investor) for violating fire prevention and fighting regulations. At the same time, the City Police also prosecuted 6 former officials and leaders of the construction order team, Khuong Dinh Ward People's Committee and Khuong Dinh Ward Police to investigate the crime of lack of responsibility causing serious consequences.

Recently, at the 17th session (regular session in mid-2024) of the Hanoi People's Council, referring to the fire at the illegally built 9-storey mini apartment building in Thanh Xuan district, Major General Nguyen Thanh Tung - Deputy Director of Hanoi City Police said that the root cause of the death of 56 people was due to construction-related issues, so the case was reopened from 2015. From there, the police agency prosecuted the investor, and at the same time reviewed and investigated the entire fire "like a centipede".

The Deputy Director of Hanoi City Police said that in the previous phase, if the construction had been done properly, the consequences would certainly not have happened later. In the next phase, although there would have been no fire, responsibilities and fire prevention regulations still had to be implemented, and violations of the basic construction phase had to be eliminated. From there, according to Mr. Tung, during the investigation, the authorities had "put it on the scale" to handle the responsibilities of those involved .
