Specifically, the app, named Monplayer, released in June 2025, is frequently advertised during matches on the Xôi Lạc TV network. AppFigure data shows that this app is downloaded tens of thousands of times each month. It is disguised as a video streaming application with added advanced features. In reality, the software was created to stream pirated content, bypassing the blocking measures of domestic network providers.
Specifically, Monplayer can receive live streams via M3U playlist links, IPTV links, or JSON sources. Along with the aforementioned software, another website was created to provide links to access pirated content. This network offers not only football or other sports , but also pirated movies, comics, and pornographic videos.
Through the Monplayer app, viewers no longer need to actively search for links to pirated websites whenever they are blocked by internet providers. Furthermore, the software is also available on Android TVs for viewing on a larger screen. These apps are still available on Google Play and the App Store today.
On March 5th, the Cyber Security and High-Tech Crime Prevention Department (Department A05, Ministry of Public Security ) announced that it had coordinated with the Hung Yen Provincial Police to prosecute 30 people for the crimes of copyright infringement, organizing gambling, and gambling.
According to Department A05, the "Xoi Lac TV" system shows signs of illegally distributing and rebroadcasting certain content that is legally owned by copyright holders, while also incorporating advertisements, links, and redirection mechanisms to platforms related to gambling activities.
