Implementing the direction of the National Steering Committee on IUU, Ninh Binh province has completed and regularly performed 17 tasks; is implementing 2 tasks, and has no delayed tasks. The tasks being actively implemented are: Issuing policies on job conversion and decommissioning fishing vessels that do not need to operate in accordance with local conditions and policies to support fishermen in upgrading and replacing VMS equipment; reviewing, expanding, and announcing fishing ports that are qualified to operate in the province. By December 1, 2025, Ninh Binh province had registered 1,367/1,367 valid fishing vessels with a maximum length of 6m or more and updated 100% of the information of 1,367 fishing vessels in the national fisheries database. Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested to continue focusing on drastically combating IUU fishing, making substantial efforts to create positive changes and achieve sustainable results. Strengthening the application of digital and modern technology to better control fishing activities and monitor exploited seafood. Continuing to improve national fisheries data to create a basis for effectively implementing tasks related to combating IUU fishing; establishing inspection teams in localities where violations still exist and new violations arise. Strictly implementing the reporting regime to the National Steering Committee on IUU according to regulations. Establishing a working group to grasp specific information and requirements of the EC to develop effective solutions and plans.
The Deputy Prime Minister noted that the handling of violations must be clear, with records, documents, and images to prove and build trust with the EC in Vietnam's efforts in combating IUU fishing. The Deputy Prime Minister requested the Ministry of Foreign Affairs and the Ministry of Justice to establish a working group with sufficient expertise and foreign languages to work with the EC. The Ministry of Public Security and the Ministry of Agriculture and Environment must immediately take action to criminally handle cases of violations in foreign waters that were arrested, especially two enterprises in Khanh Hoa province that violated the law on swordfish export fraud. Khanh Hoa province must immediately take action to handle violations and report the results this week. The Ministry of Agriculture and Environment is responsible for reviewing the issues raised by the EC and the United States to advise the Government to issue a resolution before December 30, 2025, creating a basis for building mechanisms and policies to meet the requirements of the new situation. Continue to review, clean, and supplement relevant data in the direction of "correct, sufficient, clean, and alive" to improve the effectiveness of monitoring, inspecting, and controlling fishing vessel activities. Media agencies continue to focus on promoting information and propaganda work, especially handling violations.
