According to the Department of Industry and Trade, at markets, food, foodstuffs, vegetables and fruits have sufficient supply to meet people's shopping needs, and prices do not fluctuate too much. At supermarkets, the supply of goods has increased by 80-100% (mainly for essential goods).

Due to the psychology of hoarding food before storm No. 3 (storm WIPHA) made landfall, from the evening of July 19, the number of customers shopping at supermarkets increased dramatically, people lined up to buy necessities such as meat, fish, vegetables, ready-to-eat foods, bread, dry food, milk, water, etc. However, the prices of goods at supermarkets remained stable compared to normal days, there was no increase in prices of goods, the amount of goods sold increased sharply, and the supply of goods was abundant and diverse.

Faced with the complicated developments of storm No. 3, the Department of Industry and Trade directed commercial businesses and supermarkets to review essential reserve items and equipment for flood and storm prevention and control; proactively stockpile food and provisions according to approved plans; maintain on-duty and be ready to support transportation and supply of goods when requested...

The Department assigned the Market Management Department to regularly monitor market developments and situations; strengthen market supervision, inspection and control, promptly detect and handle violations of the law in commercial activities, especially essential goods serving production, business and people's lives before the rainy and stormy season. In case of natural disasters, strictly handle acts of taking advantage of the situation to speculate, hoard goods, and unreasonably increase prices, especially in the stages before, during and immediately after natural disasters for food, foodstuffs, construction materials, etc.

According to the plan to reserve goods for natural disaster prevention and search and rescue in 2025, the Department of Industry and Trade will carry out market inspection and control, ensure the supply system of essential goods in the city, develop a plan to reserve and supply goods for natural disaster prevention and search and rescue in 2025 with a total value of about 57 billion VND stored at units such as Aeon Vietnam Hai Phong Co., Ltd., Co.opmart Hai Phong One Member Co., Ltd.; GO Hai Phong Supermarket; K131 Petroleum Enterprise; Petroleum Company Region 3... Of which, instant noodles are reserved 24,979 boxes; rice 533 tons; bottled water of all kinds 7,093 boxes; gasoline 1 million liters; diesel oil 1.1 million liters...
