Xuan Truong accelerates technical infrastructure development to promote economic breakthroughs

In 2024, Xuan Truong district achieved and exceeded the plan of 16/18 socio -economic development targets; in which the economic targets are outstanding such as: the growth rate of industrial and construction production value reached 13.84%; budget revenue in the area reached nearly 800 billion VND (exceeding 33% compared to the plan); actual income value per unit of cultivated area reached 145 million VND/ha/year... The district continues to mobilize legal resources (from the State budget at all levels, foreign capital and socialized capital) to promote the construction of modern, synchronous socio-economic infrastructure.

Construction of the new Nam Dinh - Lac Quan - Coastal road project through Xuan Truong district.

The district has promptly established and submitted for approval according to regulations the construction plans in the area as a basis for the implementation of construction investment projects, contributing to promoting the socio-economic development of the locality such as: Adjusting the construction planning of the district area; detailed planning of new residential areas, commercial service areas such as: residential areas of Xuan Thanh, Xuan Giang, Xuan Phuc, Tra Lu communes, residential area of old group 16 of Xuan Truong town, detailed planning of public works headquarters, etc. In the following years, it will continue to develop detailed plans as a basis for implementing construction investment projects in the area. Along with that, the district has participated in and proposed major orientations to integrate into the provincial planning for the period 2021-2030, with a vision to 2050 such as: Supplementing the planning of Xuan Kien Industrial Park (IP) with a scale of 199 hectares (in Xuan Phuc and Xuan Ninh communes); Thuong Thanh Industrial Park with a scale of 395 hectares (in Xuan Chau, Xuan Thuong, Xuan Thanh, Xuan Giang communes); Xuan Hong Industrial Park with a scale of 183 hectares in Xuan Hong commune; new planning of Xuan Tien 2 Industrial Cluster with a scale of 75 hectares in Xuan Phuc commune, Nam Dien Industrial Cluster with a scale of 55 hectares in Tho Nghiep commune, Xuan Vinh Industrial Cluster with a scale of 55 hectares in Xuan Vinh commune. Proposed planning to expand provincial road 489C to meet the standards of a grade II plain road; planning of Sa Cao port; planning of Lac Quan - Ngo Dong, Truc Tuan - Yen Dinh branch routes connecting Xuan Truong with neighboring districts...

Along with the planning work, the district has proactively mobilized the participation of the entire political system to carry out the site clearance work (GPMB) for key projects and works passing through the area. The GPMB work has been completed, and the land has been handed over to the construction unit of the new Nam Dinh - Lac Quan - Coastal Road project. For the investment project to build the Ninh Binh - Nam Dinh - Thai Binh expressway, the district has established a Steering Committee, a Compensation, Support and Resettlement Council and has completed the GPMB stake placement in 5 communes where the project passes through; the estimated number of households to be resettled in the 5 communes where the project passes through is about 156 households. Implementing the GPMB work to implement the project to build concentrated residential areas in Xuan Vinh, Xuan Hong, Xuan Thanh, Xuan Phuc communes; Xuan Ninh Commune Police Headquarters, Xuan Truong Town, Xuan Phuong Kindergarten; Hai Hau Axis Road Project; 110kV Power Line and Transformer Station; Thanh Nam Static Bus Station Construction Project...

With the drastic participation of the entire political system and the consensus of the people, in 2024, the district completed the project of dredging, solidifying and upgrading the banks of Lang 10 canal, Xuan Dai commune; Construction, renovation and upgrading of technical infrastructure connecting to serve the resettlement of the new road Nam Dinh - Lac Quan - Coastal road in Xuan Phuc commune; construction of technical infrastructure of the concentrated residential area of Tra Lu commune; construction of Xuan Hong Primary School and Xuan Trung Secondary School. Currently, construction of 1 school project, 2 projects to build resettlement areas, concentrated residential areas, 1 irrigation project is underway. Directing specialized agencies to actively advise and deploy procedures to implement 7 projects to build concentrated residential areas, resettlement areas in 6 communes and towns; 4 traffic projects and many other projects and works in the district. During the year, the district's investment promotion and attraction work has made remarkable marks with many large projects contributing to promoting socio-economic growth. The district has attracted the project to build an export garment production area in Xuan Phuc commune of Song Hong - Xuan Truong Garment Joint Stock Company with a total land area of 9.85 hectares, total registered capital of over 700 billion VND, and is implementing steps to officially put into operation, contributing to creating jobs and attracting more than 2,000 local workers. Currently, many investors have registered to invest in the district and have been permitted by the Provincial People's Committee to conduct research and surveys to prepare investment reports such as: Investment project to build a 300-bed general hospital in Xuan Phuc commune with a total estimated investment of about 520 billion VND; Vietnam International General Hospital in Xuan Ninh commune with a total estimated investment of about 1,800 billion VND; Projects to build technical infrastructure for industrial parks and industrial clusters: Thuong Thanh with a total estimated investment of about 5,000 billion VND; Xuan Kien with a total estimated investment of about 2,500 billion VND; Xuan Tien 2 with a total estimated investment of about 648 billion VND; Nam Dien with a total estimated investment of about 657 billion VND...

Promoting the achieved results, in 2025, Xuan Truong district plans to continue calling for and attracting investors to establish procedures to build infrastructure for Xuan Kien and Thuong Thanh industrial parks; speed up the selection of investors to build infrastructure for Xuan Tien 2 industrial park and investment projects to build a general hospital in Xuan Phuc commune; Vietnam International General Hospital in Xuan Ninh commune. Provide guidance and facilitate documents and procedures under the authority of the district for secondary investors to participate in investment in production and business at Xuan Tien industrial park - phase 2. Promote the development of industries with advantages in the district: agricultural and aquatic product processing, textiles, footwear, shipbuilding, construction materials production, etc. Implement the establishment of general plans: construction of Xuan Truong town (expansion); Hong Ngoc urban area and newly arranged administrative units (Xuan Phuc, Tra Lu, Xuan Giang)... Continue to invest in completing infrastructure of resettlement areas and concentrated residential areas. Gradually complete and build traffic infrastructure according to the plan, strengthen connections between highways, national highways, provincial roads, zones, industrial parks to create conditions for socio-economic development, promote regional linkage development, contribute to socio-economic development of the district such as: Repairing and upgrading traffic roads in Bui Chu village, Xuan Ngoc commune; Renovating and upgrading traffic routes in Xuan Tan commune; Renovating and upgrading traffic routes in Tra Lu commune; Renovating and upgrading traffic routes in Xuan Ninh commune; Renovating and upgrading inter-commune roads in Tan - Thanh, Xuan Truong district...

In 2025, Xuan Truong district strives to achieve and complete key economic targets such as: the growth rate of the total production value of the whole district (according to 2010 comparative prices) reaching 15.49%; the production value of the agricultural and fishery sectors reaching 1,482 billion VND; the production value of the industrial and construction sectors reaching 14,432 billion VND; export turnover reaching 45.5 million USD or more; State budget revenue in the area reaching 1,118 billion VND.
