After completing the new rural development program, many localities in the province are promoting the construction of modern and smart villages and communes. There, digital transformation has been effective, people have improved their skills in using technology devices, and practically applied the internet to their lives.
Village 4.0
Arriving at Tan An village, Vinh Giang commune, Vinh Linh district, we were impressed by the peaceful, spacious and clean scenery here. Security camera system covers the entire village; the village cultural house is installed with high-speed wifi network to serve the study and information lookup of the people; the wifi usage rate of households is over 90%.

Opening the story about building smart new rural areas, Mr. Le Ba Cuong, Secretary of the village Party Cell, Head of the Community Digital Technology Team (CNSCD) of Tan An village confided: “Now, with just a few operations on the computer, people can grasp information of the village and commune through zalo and facebook groups. Applying digital transformation has overcome the limitations of traditional loudspeakers in the past, thanks to which necessary information reaches each person in the fastest and most effective way, along with that, feedback on information is also done more conveniently”.
Identifying digital transformation as an important task in the process of building smart new-style rural villages, in 2022, the CNSCD Team was established in Tan An village with 8 members, including Party committee officials, village executive board and heads of organizations and unions as the core.
“In order for people to proactively participate in digital society services and gradually form a culture in the digital environment, we have actively encouraged people to install broadband internet.
At the same time, from socialized sources, the village has installed a surveillance camera system at public places, crowded places and connected to the centralized surveillance point at the commune and village police to strengthen the work of ensuring public security and order, preventing acts of theft and littering in the environment.
In economic development, digital transformation is also applied flexibly and effectively. Currently, Tan An village is gradually implementing support and guidance for people to participate in e-commerce platforms; sales groups on social networks such as Zalo, Facebook, Shoppe... thereby gradually changing awareness about sales methods, building images and brands for local agricultural products", Mr. Cuong shared.
The construction of a digital society has contributed to creating positive changes in people's awareness, from which Tan An people themselves have become active factors participating in the digital transformation process with specific activities such as performing electronic transactions in payment for medical examination and treatment services; paying fees in administrative procedure settlement; paying for purchasing and selling services, telephone bills, electricity for lighting, etc.
Diversifying communication channels and information access between the government and the people such as through Zalo and Facebook groups has helped people promptly grasp the direction of superiors, bringing people's trust in the management and administration of the government.
It has become a habit that early in the morning before starting his daily work, Mr. Nguyen Van Quoc, Mai Trung village, Cam Chinh commune, Cam Lo district, sips a cup of tea, opens his phone and browses the village's Facebook page to update the latest news. "Currently, we have a Facebook page called "Mai Trung village" with over 90% of the villagers participating. The members are all smartphone users, so the reach is good, the ability to update information is fast and very effective.
Through the Facebook page, the Party's guidelines and policies, the State's policies and laws, and local activities have been disseminated to local people and received a very high level of interaction. In particular, since the establishment of the village's Facebook group, people's access to information has become much easier. Along with the traditional loudspeaker system, the village's Facebook group is truly an effective information channel, in line with the current development trend."
Digital transformation goes into every corner
Deployed since the end of 2022, up to now in phase 1, the security camera system has covered the entire Vinh Giang commune with 7 main eyes in 7 villages. It is expected that in phase 2, 25-26 more camera eyes will be installed throughout the commune, especially in locations with complicated security and order, intersections. The total cost of implementing the 2 phases is about 200 million VND, mobilized from socialized sources.
Captain Hoang Huu Nhat, Deputy Head of Vinh Giang Commune Police, said: “Installing a security camera system is one of the optimal solutions to ensure good security and order right from the grassroots level. In addition, the security camera system has actively contributed to the fight against crime, social evils and other violations of the law, gradually improving the quality of criterion No. 19 in building new rural areas, towards building smart new rural areas.”

Implementing the program of building advanced new rural areas, aiming at smart new rural areas, in recent times, Vinh Giang commune has actively applied digital transformation to building new rural areas. Vice Chairman of Vinh Giang Commune People's Committee Le Vy confided: "In the process of implementing the program of building advanced new rural areas, we have integrated the implementation of smart new rural areas.
Up to now, Vinh Giang commune has established 7 CNSCD Teams throughout the commune. After its establishment, the team has the task of supporting people in using digital technology, bringing digital technology into every corner of life; helping people access technology in a simple way, originating from natural needs and creating practical values for people. Members of the teams in villages and communes have guided people in using smartphones, and in villages, a community zalo group has been established to provide information and propaganda about regimes and policies.
The effective operation of the CNSCĐ teams in the villages has contributed to raising people's awareness of digital transformation, thereby promoting the implementation of online public services in the locality. Thanks to that, up to now, the rate of records implementing online public services at level 3 or higher in Vinh Giang commune has reached 60.1%.
Vinh Giang green bean powder products meet the provincial 3-star OCOP standard and are introduced for trading on the Postmart trading floor. At the same time, public places in the commune such as the commune People's Committee, health stations, schools, and cultural houses in villages all have free wifi, meeting service quality and technical conditions according to regulations.
In Cam Chinh commune, according to Chairman of the Commune People's Committee Nguyen Van Ha: "Implementing the digital transformation model to build smart new rural areas, 65% of people in the commune are capable of applying information technology and digital technology in prominent fields, 75% of households have internet connection; 100% of officials and civil servants of the commune use smartphones, use official email boxes and electronic offices to serve the work of management, direction, information sharing and solving professional tasks.
Telecommunication services are covered throughout the commune, the number of households using internet services is increasing; 82.7% of people of working age use smartphones; 9/9 villages have wifi access points, 7 camera surveillance points at community learning centers in villages, intersections of main roads of the commune, and commune agency headquarters. The national public service system is deployed among cadres and civil servants and gradually propagated to all people to implement on the network environment; the system of billboards and posters in the area is electronicized.
Promoting digital transformation to build modern countryside
Bringing digital transformation into agriculture in general and new rural construction in particular is the solution of the Government and the Ministry of Agriculture and Rural Development in implementing the orientation of modern rural construction according to the Resolution of the 13th National Party Congress. Promoting digital transformation in new rural construction is the optimal solution, an inevitable trend to effectively promote the potential of agriculture and rural areas in the current context.
The national target program on new rural construction for the 2021-2025 period sets a target that by 2025, 80% of communes nationwide will meet new rural standards, of which about 40% will meet advanced new rural standards and 10% will meet model new rural standards. Among the criteria for model new rural communes, there is a criterion for building at least one smart new rural village (hamlet) model.
For many localities in the province, the concept of building smart new rural areas is still very new, and specific criteria for building smart new rural areas and smart new rural communes have not been issued. However, localities and people all understand that this is a village model that applies modern, intelligent, and automatic technology to production and life. From there, people proactively implement and integrate it into the implementation of the advanced new rural construction program.
To implement the smart new rural commune model, in the coming time, Cam Chinh commune will base on regulations and instructions of all levels on implementing the goal of building new rural areas in general and building "Smart Commune" in particular to issue appropriate implementation plans and programs. At the same time, the locality regularly propagates and raises awareness for organizations and individuals about applying digital technology in production, instructing people to perform online public services and make online payments on the software system.

Paying attention to deploying integrated e-commerce solutions for cooperatives, farmers, and cooperative groups, applying science, technology, and engineering to production, supporting the operation and management of agricultural production...", Mr. Ha shared.
To implement the program of building smart new rural areas, localities need to focus on effectively and synchronously implementing solutions to mobilize resources, especially maximizing local resources. Create favorable conditions and environments to attract businesses to invest in digital infrastructure and internet connection to commune and village levels.
To successfully implement the program of building new rural areas in general and smart new rural areas in particular, it is necessary to promote the role of the political system and the central role of the people in participating in digital transformation. Localities also need to gradually improve mechanisms and policies to encourage rural people to proactively apply digital transformation, contributing to improving the quality of service access for people in rural areas.
