Immediately after the central government approved the policy of building schools in border communes, the province established a Steering Committee, a Working Group and issued many documents directing, guiding and urging localities to implement. In particular, to ensure smooth management, promptly grasp progress, difficulties and propose solutions, the province was creative in its approach when establishing the Zalo group "Building inter-level schools in border communes". The group includes members of the Working Group, leaders and professional staff of the communes, helping the exchange of information, coordination and updating of the situation to take place quickly and flexibly - a form of effective application of digital transformation in management and operation at the grassroots level.
At the same time, the Provincial People's Committee directed departments, branches, sectors and authorities of border communes to conduct surveys, planning, and selection of locations for scientific construction works, suitable to actual conditions. Propaganda and mobilization work was focused on raising awareness of people, parents and the community about the meaning and importance of building inter-level boarding schools, where ethnic minority students in border areas can study and live in a better and closer environment. Thanks to the synchronous and unified participation, agencies, units and local authorities have promoted a high sense of responsibility, closely following the direction of the central government and the province, proactively coordinating closely in each stage.
The survey and site selection work was carried out methodically and transparently; the propaganda and mobilization work achieved positive results, creating consensus and unity among the people. Typically, in two communes: Pa Tan and Hua Bum, the people showed a very high consensus spirit, supported the Party and State's policies, and were ready to clear the land. In just a short time, the compensation payment and site clearance work was 100% completed, ensuring the progress of handing over the land for the project.
Comrade Nguyen Duc Hien - Chairman of Hua Bum Commune People's Committee shared: 100% of households in Chang Chao Pa village after being informed agreed to build an inter-level boarding school. 10 days before the project started, the commune coordinated with the Provincial Land Fund Development Center to complete the payment of compensation for site clearance. Households received a total compensation of over 11 billion VND and handed over the site for project construction.
Up to now, the border communes of the province have completed the selection of locations and positions for the construction of inter-level boarding schools. Of which, 5 projects to build inter-level schools in the communes of Phong Tho, Pa Tan, Bum Nua, Hua Bum and Dao San have been started, ensuring the set plan, marking an important step in the roadmap to realize the goal of developing the educational network in border areas. Typically, the project to build Phong Tho Inter-level Boarding School for Ethnic Minorities, immediately after the groundbreaking, Dien Bien Construction and Trading Company No. 6 focused on leveling the ground and implementing the construction. Currently, 3 boarding blocks have begun construction, the unit mobilized maximum machinery and human resources, and organized construction day and night. The investor is the Provincial Project Management Board for Construction of Civil and Industrial Works, which regularly urges and supervises to ensure construction progress and quality, striving to complete and hand over the project before April 30, 2026.
According to Mr. Do Xuan Thuy - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Si Lo Lau commune, to prepare for the construction of the Boarding School for Primary and Secondary Schools in 2026, the commune has quickly reviewed and selected a construction site with an area of ​​over 5 hectares; it is expected that by the end of December 2025, the general planning will be completed. After that, the commune will hold a meeting with the people to create high consensus, to ensure the school construction progress according to plan.
According to the roadmap, in the coming time, the province will continue to accelerate the implementation of the construction of schools that have started construction, striving to complete them in 2026. For the remaining 6 inter-level boarding schools, it is expected to continue to start construction in 2026 and strive to complete them in 2027. The initial results achieved and the specific orientation show the high political determination of the entire political system from the province to the grassroots in bringing the projects to the finish line on schedule. Investing in the construction of inter-level boarding schools in border areas not only creates favorable learning conditions for ethnic minority students but also contributes to strengthening border security, maintaining political and social stability; demonstrating the deep concern of the Party and State for people in difficult areas.
It can be seen that with the drastic, systematic and effective participation from the province to the grassroots, the consensus of the people and the high sense of responsibility of all levels and sectors, the projects to build inter-level boarding schools in Lai Chau border communes are gradually being realized. When spacious and modern schools are built, it is not only the joy of teachers and students but also a vivid proof of the determination to bring the light of knowledge to all border areas - where each new school will become a place to nurture and cultivate a bright future for the children of Lai Chau ethnic groups.
