"The Party's will and the people's aspirations" on the journey towards a new rural area.

Throughout the implementation of the national target program for building new rural areas, the province has mobilized the synchronized participation of the entire political system, promoted the leading role of the people, and gradually achieved important and profound results, creating clear changes in all areas of rural life.

The entire political system is involved.

From the very beginning of the New Rural Development program, the province recognized it as a long-term process requiring strong political determination, a systematic and scientific approach, and suitability to local conditions. Leadership and guidance were implemented comprehensively and synchronously from all levels and sectors to the grassroots. The province also issued numerous resolutions, projects, and specialized plans to concretize the goals of New Rural Development in each stage and each area, avoiding hasty thinking and the pursuit of short-term achievements.

The movement to build new rural areas has spread to every household in Yen Phu village, Bang Lang commune.

Alongside this, propaganda activities have been reformed, focusing on the people, the main stakeholders of the program. The emulation movement "Joining forces to build new rural areas" linked with the campaign "All people unite to build new rural areas and civilized urban areas" has created a widespread impact, arousing the spirit of self-awareness, responsibility, and trust of the people in the major policies of the Party and the State.

Comrade Thào Mạnh Cường, Deputy Secretary of the Provincial Youth Union and Vice President of the Vietnam Youth Union in Tuyên Quang province, shared: “Over the past five years, as a pioneering, innovative, and creative force, the Youth Union branches at all levels in the province have implemented 1,648 youth projects and activities, with a total value of over 17.5 billion VND. Outstanding achievements include the movement to build roads; environmental sanitation, planting trees, and lighting rural roads; supporting the transfer of science and technology; and accompanying young people in economic development and completing the criteria for New Rural Development.”

The countryside is undergoing dramatic changes.

During the period 2021-2025, the province allocated a total of 1,696 billion VND for rural development, with a disbursement rate exceeding 80%. Resources were prioritized for the development of transportation infrastructure, irrigation, electricity, schools, healthcare, and cultural facilities. The entire province has paved and concreted 1,347 km of rural roads; built 200 bridges; and constructed over 220 irrigation works and 423 km of canals. To date, 100% of communes have met the technical requirements for their electricity systems; 290 schools have achieved national standards; and 31 commune health stations have been newly built or upgraded, transforming the rural landscape and improving the lives of the people.

The rural economy is shifting towards sustainability, with an average annual growth rate of 5.06% in agriculture, forestry, and fisheries. 118 production and consumption chains for agricultural products have been established in the province. The One Commune One Product (OCOP) program continues to affirm its role in economic development, with many products achieving 3-star or higher standards and 7 products exported to the United Kingdom.

The people of Yen Phu commune are excitedly harvesting apples, the main crop that brings high economic value to the locality.

Also, through the process of building new rural areas, the province has had 31 cultural tourism villages and 6 community tourism destinations recognized, contributing to diversifying livelihoods and creating jobs for people, especially in ethnic minority areas.

Visiting the rural area of ​​Yen Phu, a region famous for its specialty fruit trees, one can easily sense the flourishing rural life. According to Mr. Nguyen Van Phong, Vice Chairman of the People's Committee of Yen Phu commune: "The commune has over 380 hectares of oranges, lemons, and Buddha's hand citron; 40 hectares of apples; and 61 hectares of dragon fruit, yielding a total economic value of over 55 billion VND per year."

In addition, four agricultural products have been recognized as meeting OCOP standards, including red-fleshed dragon fruit, Dai Dong Tien apples, The Anh 22 tea, and dried oranges. This represents a significant potential and advantage for the commune to accelerate the restructuring of agricultural commodity production, forming clean, safe, and specialized production areas linked to market demand.”

The achievements have directly impacted rural people. By the end of 2025, Tuyen Quang will have 93,551 multidimensionally poor households, a decrease of 9,525 households, or 2.43%, compared to 2024. Currently, the province has 35 communes that meet the standards of the New Rural Development program, including Son Thuy commune which has achieved the advanced New Rural Development standard, reflecting the persistent efforts of localities in improving the quality of criteria, aiming towards building a truly sustainable New Rural Development program.

High spirits for the new journey.

Entering 2026, the province's New Rural Development program will continue to be implemented with greater determination, clearer focus, and flexible, practical approaches. The goal is to have an additional 3 communes achieve New Rural Development standards; and to focus on supporting 73 poor communes in implementing sustainable poverty reduction criteria, aiming to narrow the development gap between regions.

Comrade Do Tan Son, Deputy Director of the Provincial Department of Agriculture and Environment, said: “To realize this goal, the province needs to mobilize a total resource of approximately 2,674 billion VND to invest in infrastructure, serving production and people's lives; developing economic models; reducing multidimensional poverty and improving criteria that have already met the standards. Along with budget funds, the province will integrate programs and projects, strengthen social mobilization, and awaken the spirit of self-reliance and self-improvement of the people according to the motto "The people know, the people discuss, the people do, the people benefit."

Tien Yen commune mobilizes the people's efforts to build a new rural area.

That spirit is vividly present in many localities, such as Tien Yen commune. Since the beginning of the year, the entire commune has mobilized the people to renovate and build embankments along more than 12 km of rural concrete roads, with a total socialized funding of over 200 million VND. The people voluntarily donated land, dismantled structures, and contributed labor, creating spacious, safe, and well-maintained roads.

Ms. Phung Thi Mien, Head of Thuong village, Tien Yen commune, happily shared: “The households in the village unanimously agreed to participate in expanding 2.5 km of road, donating more than 6,000 m2 ^of land, dismantling 400 bamboo fences, and contributing 25 million VND, creating an enthusiastic atmosphere and spreading the movement of jointly building new rural areas to every village, hamlet, and household.”

With a forward-thinking mindset and aspiration for development, along with the belief and consensus between "the Party's will and the people's aspirations," the New Rural Development program will reach more sustainable and distinctive values, becoming a foundation for comprehensive and long-term development in the new era.
