Before working with key leaders of Yen Dinh district, Provincial Party Secretary Do Trong Hung and members of the delegation visited and inspected the district's Central Square park; visited and presented gifts to Wellena Company at the industrial cluster in Dinh Lien commune; and inspected National Highway 45 connecting to National Highway 47.

Through the inspection, Provincial Party Secretary Do Trong Hung highly appreciated Yen Dinh district for its efforts in planning and attracting investment in infrastructure of industrial clusters, industrial production projects and commercial services, contributing to promoting economic restructuring, creating many jobs for workers and contributing to the state budget.

The Provincial Party Secretary noted that in investing in infrastructure projects, the district needs to select projects with focus and key points, with planning and design having a vision, linked to the goal of building an advanced new rural area and orienting Yen Dinh to become a provincial city in the future. At the working session with key leaders of Yen Dinh district, after listening to the district leaders present the report on the results after nearly 4 years of implementing the Resolution of the 26th District Party Congress, term 2020 - 2025 and the implementation of the Conclusion Notice No. 163-TB/VPTU dated August 15, 2022 of the Provincial Party Secretary, comrades: Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh, Vice Chairman of the Provincial People's Committee Mai Xuan Liem and leaders of departments and branches said: After nearly 4 years of implementing the Resolution of the Party Congresses at all levels, especially the Resolution of the 26th District Party Congress, term 2020-2025, the Party Committee, government and people of Yen Dinh district have promoted the spirit of solidarity, unity, striving, overcoming many difficulties and challenges, achieving many important and comprehensive results in all fields.
Up to now, 8/27 main targets have been achieved and exceeded the targets of the Resolution of the District Party Congress. The economy has maintained a good growth momentum; the average annual production value growth rate is estimated at 11.3%, ranking 5th in the province. The economic structure has shifted in the right direction, production capacity and scale are increasing. The average income per capita in 2023 will reach 66.85 million VND, 1.44 times higher than in 2020 and ranking 4th in the province.
Agricultural production continues to develop and achieve relatively comprehensive results. The district has accumulated and concentrated nearly 1,500 hectares of land for large-scale agricultural production, applying high technology. Some enterprises have applied high technology to agricultural production, typically: the model of growing melons and vegetables in greenhouses and net houses in Yen Lam town, Dinh Hoa, Dinh Binh, Yen Trung communes; the model of growing fruit trees in Yen Ninh and Yen Tho communes. Livestock is developed in the direction of large-scale, industrial farms, ensuring hygiene and safety for the environment.
The new rural development program continues to receive attention. Up to now, the whole district has achieved 5/9 criteria for advanced NTM district; 7 communes have met advanced NTM standards, 2 communes have met model NTM standards. The One Commune One Product (OCOP) program has been promoted, the whole district has 31 OCOP products, ranking 4th in the province.

Provincial leaders and leaders of departments and branches also highly appreciated the strong development of industry - handicrafts and construction sectors, with an average annual growth rate of 16.3%.
The work of establishing, appraising and submitting for approval district construction plans, urban construction plans, industrial zones and clusters was focused on. The urbanization rate reached 39.3%, exceeding the target of the Congress Resolution. The work of site clearance and disbursement of public investment capital was focused on and directed resolutely and effectively, ranking among the leading groups in the province. The socio-economic infrastructure was invested in and upgraded, especially the inter-district and inter-commune traffic infrastructure.
Trade and services have grown quite well, with an average growth rate of 6.1% in the 2021-2023 period. The investment and business environment has been significantly improved, with the District Competitiveness Index (DDCI) ranking in 2023 ranking 10th in the province, up 16 places compared to 2022.
Activities to call for and attract investment have received attention, creating momentum for the district's economic growth and contributing to solving on-site employment for local workers. Annual budget revenue always exceeds the assigned estimate.

The cultural and social fields have many progressive changes. Political security, rural security, ideological security, culture, ethnic and religious security are maintained, social order and safety are ensured.
The work of building the Party, government, Fatherland Front and mass organizations has seen positive changes. The leadership capacity and fighting strength of party organizations and the effectiveness and efficiency of government operations at all levels have been improved.

Provincial leaders and provincial departments analyzed the potential and strengths of Yen Dinh district and pointed out the bottlenecks that hinder development. Concluding the meeting, Provincial Party Secretary Do Trong Hung stated: Located in the midland region of the province, Yen Dinh is an ancient land, one of the cradles of the Vietnamese people; with a long history and culture. This is a land of "beautiful customs and good customs", where the Do Mountain Civilization, Son Vi Culture and the brilliant Dong Son Bronze Drum Civilization simultaneously appeared... Since the birth of the Communist Party of Vietnam, the people of Yen Dinh have always followed the Party wholeheartedly, been indomitable, resilient in fighting against foreign invaders, and enthusiastically worked and produced.
In the current new stage, Yen Dinh has many advantages for development because it is located near the dynamic economic centers of the province, has many key traffic routes passing through the area; at the same time, it is also a locality with rich and diverse natural resources and minerals; has many historical and cultural relics, many intangible cultural heritages, many traditional craft villages, great potential for tourism development. The people in the district have a tradition of solidarity, diligence, dynamism, creativity in labor production, and have the aspiration to rise up to enrich their homeland and country. Up to now, Yen Dinh is the only district in the province to be awarded the title of Hero twice, and is the first district in the province and the North Central region to be recognized as a district meeting new rural standards.
It can be affirmed that Yen Dinh's position and strength have grown much stronger than before. This is a great opportunity for the Party Committee, government and people of Yen Dinh district to exploit and promote the existing potential and strengths, contributing to the successful implementation of socio-economic development goals in the area.

In addition to appreciating the results achieved, Provincial Party Secretary Do Trong Hung pointed out the shortcomings and limitations, which are: The growth rate of production value is still not commensurate with the potential and advantages of the district, especially the tourism service economy. Large-scale agricultural development, high-tech application, according to the value chain has changed but not clearly, not attracting many businesses to invest in the agricultural sector, especially the deep processing industry of agricultural products.
The implementation of the Program on building advanced new rural areas and model new rural areas in some establishments is still slow and ineffective; there are no 4-star or 5-star products; key products with local characteristics have not been developed and formed to promote and link with tourism development...
The management of mineral resources, ensuring labor safety, environmental hygiene, and food hygiene and safety still has many limitations and shortcomings that have not been thoroughly resolved. The leadership capacity and fighting strength of some Party committees and the qualifications of cadres in some localities are still limited, with some cases of evasion, pushing, lack of enthusiasm, and lack of responsibility for work...
From pointing out the existing limitations, Provincial Party Secretary Do Trong Hung requested the Party Committee, government and people of Yen Dinh district to make more efforts, be more determined, and take more drastic and effective actions to overcome the existing limitations that have been pointed out.
Regarding the tasks in the coming time, Provincial Party Secretary Do Trong Hung suggested that in order to successfully achieve the goal of striving to become an advanced new rural district in 2024, by 2025, Yen Dinh will still be in the group of leading districts of the province, the Party Committee, the government, the Fatherland Front, socio-political organizations and all the people in the district need to continue to uphold the spirit of responsibility, solidarity and unity in the Party Committees, the government, and organizations from the district to the grassroots level; arouse and promote the will of self-reliance, self-improvement, efforts and struggles of cadres, party members and people in organizing and implementing socio-economic development programs and projects, creating clear changes in all fields.
Focus on leading and directing the effective implementation of key programs and breakthroughs in the spirit of the Resolution of the 19th Provincial Party Congress and the Resolution of the 26th District Party Congress, in conjunction with the implementation of goals and tasks for 2024.
Along with that, it is necessary to do a good job of planning, planning management and mobilizing resources to implement the planning.
In economic development, Yen Dinh needs to continue to identify agricultural development as the foundation and pillar in the socio-economic development of the district, in which large-scale, high-tech agriculture is a breakthrough for rapid and sustainable development. Continue to create favorable conditions to attract businesses to invest in agriculture, forming a chain from production, processing to product consumption; promote quality improvement, effectively implement the One Commune One Product Program, aiming to form products with strong brands, increase domestic market share and export abroad; review and research typical products with advantages of the district to strive to have OCOP products that meet 4-star and 5-star standards.
Urgently review and focus on directing communes to complete the criteria for meeting advanced new rural standards and model new rural standards according to the Resolution; review and complete the criteria, procedures, and documents to request recognition of districts meeting advanced new rural standards in 2024.
Promoting industrial and construction development is a breakthrough; trade and services are important in conjunction with urban development, focusing on the towns of Quan Lao, Quy Loc, Yen Lam, Thong Nhat, the urban areas of Dinh Tan, Yen Truong, etc. Prioritizing the development of industries and industrial products with high added value, agricultural processing industry and some industries with many advantages of the district, creating a stronger shift in economic structure, labor structure, to solve employment, increase income for the people, and increase budget revenue for the district.
Synchronously develop service industries; diversify and improve the quality of tourism products, focus on attracting investment in exploited tourist destinations, strive to turn Yen Dinh into a new attractive tourist destination.
Provincial Party Secretary Do Trong Hung also suggested that Yen Dinh district should exploit the maximum advantages of provincial and national roads to develop services, associated with urban development, expanding space and development space. Maximize resources to invest in building a system of socio-economic infrastructure, especially traffic infrastructure and urban infrastructure in a synchronous, modern and highly connected direction. Strengthen administrative reform, strongly improve the investment and business environment, focus on solving "bottlenecks" and "bottlenecks" to attract and select large projects with high added value, creating new momentum to promote the completion of socio-economic development goals in the area.
