Yen Dinh soon completes 100% digital transformation at commune level

(Baothanhhoa.vn) - According to Decision No. 969/QD-UBND in 2022 of the People's Committee of Thanh Hoa province, by 2025, localities in the province will have to complete digital transformation (DTS) at the commune level. With high determination and great efforts, Yen Dinh district has accelerated the implementation progress and completed 100% of the DTS target at the commune level by the end of 2024.

The digital technology team of Dinh Tang commune propagates and guides people to set up electronic identification accounts and look up information.

Yen Dinh district has 25 communes and towns. According to the assigned roadmap, the district will complete 4 commune-level units in 2022; 6 units in 2023; and the remaining units in 2024. Based on the set of criteria for commune-level digital transformation issued by the Provincial People's Committee, including 37 indicators, Yen Dinh district has developed a specific plan, clearly defining the roadmap and methods suitable to the practical conditions of the locality, thereby creating momentum for socio -economic development.

To achieve this goal, the district has mobilized the participation of the entire political system, telecommunications enterprises and people, thereby effectively using resources to serve digital transformation. The district prioritizes investment in developing digital infrastructure, focusing on building digital government, paying attention to propaganda and mobilizing people to support and proactively participate in the digital transformation process; organizing training courses for cadres, civil servants, public employees, and community digital technology groups, in order to create a foundation and human resources with digital qualifications and skills, meeting the requirements of developing the digital economy and digital society; sending cadres and civil servants to participate in propaganda, dissemination and guidance on digital transformation in localities; guiding community digital technology groups to propagate and disseminate digital transformation work to each village, hamlet and household to increase the ability to interact, share and spread information.

Based on the Digital Transformation Assessment Index, communes and towns focus on propaganda, investment in digital infrastructure, assign specialized staff to stay close to the grassroots, and directly guide people; the Steering Committee for Digital Transformation at the district and commune levels and 149 community digital technology teams with 690 members promote their roles and responsibilities in implementing digital transformation. Members of the digital technology teams are the core, core force, and "extended arms" in implementing digital transformation tasks. The authorities of communes and towns have increased the application of information technology; supported people and businesses to use online public services at levels 3 and 4; supported businesses, cooperatives, and business households to put their products and goods on e-commerce platforms; and created non-cash payment accounts. Many digital transformation models have been built and applied to useful life by communes, such as: Dinh Hung commune implementing the "3 no" model (no need to declare information multiple times when performing public services; no use of cash in some essential services and no need to contact the government directly), the "Smart Village" model; Yen Thai commune implementing personal digital signatures; Yen Lam town implementing the model "No writing on Monday, no appointment on Friday"; Dinh Hoa and Dinh Tan communes... applying QR code to look up information to handle administrative procedures at the one-stop department and return results, paying bills without using cash, digitizing historical relics, smart broadcasting and security camera model...

The community digital technology team of Dinh Binh commune went to households to guide and instruct people to set up electronic identification accounts and look up information.

Mr. Trinh Dinh Nhac, Quy Loc town said: Implementing digital transformation, we were instructed to put Phuc Thinh rice vermicelli products on e-commerce platforms, sell on social networking platforms such as Facebook, Zalo... Thereby, many customers know about it and the products are consumed quickly, not only in the district but also reaching out to markets in provinces and cities across the country.

With the highest political determination, Yen Dinh district has focused on accelerating the progress, completing the plan ahead of schedule, in order to catch up with the general trend of digital transformation in the province and the whole country. In 2022, Yen Dinh district was ranked 5th in the province in digital transformation at the district level; in 2023, 12 communes completed digital transformation, exceeding the target by 50%; in 2024, 100% of communes completed digital transformation according to Decision No. 969/QD-UBND of the Provincial People's Committee Chairman.

The implementation of digital transformation and early completion of digital transformation have promoted the socio-economic development of the district. Currently, the district has 25 camera systems/792 points/1,535 eyes installed in 25 communes and towns; fiber optic broadband network infrastructure, 4G/5G mobile information network are covered by telecommunications enterprises to 149 villages and neighborhoods, ensuring that 100% of households can access and use services; 100% of administrative procedures are publicly listed on the electronic information pages of the District People's Committee and the Commune People's Committee; electronic documents have completely replaced paper documents in State agencies in the district; completing the updating of the national database on cadres, civil servants and public employees at https://thanhhoa.vnerp.vn/. The district has 38 OCOP products promoted and introduced on the internet, of which 30 OCOP products are posted on e-commerce platforms; 86.96% of the adult population has smartphones; 96.56% of people have electronic health records. The satisfaction level of people and businesses at the one-stop service recorded on the system is 98.33%.
