The event was co-chaired by the People's Committees of Quang Ninh, Bac Ninh and Hai Phong provinces, in coordination with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs , the Vietnam National Commission for UNESCO and relevant ministries and branches, and organized at Minh Tam Square (Yen Tu relic and scenic area, Uong Bi city, Quang Ninh).
In addition to the ceremony, an art program jointly staged by three localities and a low-altitude fireworks display are expected to highlight the announcement night.

The welcoming ceremony was attended by leaders of the Party and State; leaders of central ministries and branches; representatives of the Vietnam Buddhist Sangha, along with cultural experts and researchers. The international delegation included the Director General of UNESCO, Director of the World Heritage Centre, Director General of ICOMOS, and representatives of member countries of the World Heritage Committee for the 2023-2027 term.
The three localities with heritage sites also sent large delegations, including provincial leaders, departments and representatives of the community associated with the heritage. The reception ceremony is expected to attract about 15,000 attendees.
The Yen Tu - Vinh Nghiem - Con Son - Kiep Bac relic and scenic complex was recognized by UNESCO as a World Cultural Heritage on July 12, 2025. This is Vietnam's 9th World Heritage and the country's second inter-provincial Heritage, after Ha Long Bay - Cat Ba Archipelago.
