Request to complete GPMB before September 15

The Ministry of Transport has just sent a document to the Head of the National Assembly Delegation and the Chairman of the People's Committee of Quang Binh province regarding the removal of obstacles and completion of site clearance to implement the project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section (referred to as the Project - PV), Quang Binh province.

The project was approved by the Ministry of Transport in principle for investment, approved the investment project based on the commitment of the People's Committee of Quang Binh province: "...commits to direct relevant agencies and units to support and create conditions for the Department of Transport of Quang Binh (investor) to carry out site clearance (GPMB) on schedule,... and take responsibility if the project is not implemented on schedule or does not ensure quality...".

The project is divided into 2 independent component projects, the implementation time of component project 1 is completed in 2024; the implementation time of component project 2 is completed in 2022, then the first project adjustment is completed in 2023 and the second project adjustment is completed in 2024 (based on the second commitment of Quang Binh Provincial People's Committee).

The project has a total investment of 511 billion VND and is behind schedule due to land acquisition problems.

In recent times, the People's Committee of Quang Binh province and authorities at all levels have made efforts to support the Ministry of Transport in site clearance for road traffic projects in the province, especially the Eastern North-South Expressway component projects.

For the project to renovate and upgrade National Highway 12A, the Ba Don bypass section and the Song Gianh Cement Factory bypass section, the site clearance work has been implemented since the first quarter of 2022. However, the construction time is almost over, the capital arrangement for the project is still 0.63km, and especially the 0.413km of the Component 2 project through Canh Hoa commune has been stuck with site clearance and resettlement since 2022 and has not been completed or handed over yet. During the implementation process, the Ministry of Transport has issued documents requesting the People's Committee of Quang Binh province to support and speed up the site clearance progress.

According to the report of the Department of Transport of Quang Binh, the construction output of component project 1 has reached 46% so far, the progress is slow; Component project 2 has reached 83%, completed construction since December 2023 for the handed over 4.65/5.06km of land and has not been able to continue since the beginning of the year, mainly due to the slow handover of local land and many unresolved problems.

With a large amount of remaining work in the project (component 1 project is about 54% complete, component 2 project is about 17%), while the remaining construction time is about 4.5 months and the area is entering the rainy season, the "rice and bean" ground is not completely completed, so it is very difficult to complete the project by December 2024. Failure to complete the project will lead to many serious consequences, affecting people's lives and local socio-economic development.

In particular, this is a project for which the Chairman of the People's Committee of Quang Binh province has committed to site clearance and project progress in Document No. 1495/UBND-XDCB dated August 9, 2021 and No. 2703/UBND-KT dated December 28, 2023.

To complete the project on schedule in December 2024, the entire site must be handed over before September 15, 2024. The Ministry of Transport requests the People's Committee of Quang Binh province to pay attention and direct the Department of Transport of Quang Binh province to update the volume and scope of site clearance problems to advise the Provincial People's Committee to specifically direct departments, branches and localities on the progress and responsibilities for handling the work to ensure the completion of site clearance of the project before September 15, 2024; The People's Committee of Quang Trach district, the People's Committee of Ba Don town and related departments and branches must make efforts to focus on and resolutely resolve the existing problems and site clearance problems under their authority to hand over the entire site of the project before September 15, 2024.

The Ministry of Transport requested the National Assembly Delegation of Quang Binh province to pay attention to and supervise relevant units in the process of resolving problems regarding land and project implementation progress.

The Ministry of Transport requested the People's Committee of Quang Binh province to request the Quang Binh Department of Transport to closely monitor the site and coordinate with localities to resolve related problems in site clearance. At the same time, urge and direct the Project Management Board, Supervision Consultants and construction contractors to mobilize maximum human resources, equipment, materials and supplies to complete the project as required.

Regarding the site clearance work at this project, Mr. Tran Thang, Chairman of the People's Committee of Quang Binh province, previously sent a document to the units and 2 localities, the People's Committees of Quang Trach district and Ba Don town, requesting that the site be handed over to the project before September 15.

The Chairman of the People's Committee of Quang Binh province pointed out that the implementation of site clearance and resettlement work is too slow, with no significant changes since the beginning of 2024.

The Chairman of the People's Committee of Quang Binh province requested the People's Committee of Quang Trach district and the People's Committee of Ba Don town to direct resolutely, inspect and urge the departments and affiliated units to complete the entire site clearance work before September 15 every day.

"Quang Trach district and Ba Don town direct the district police to grasp the situation, have plans to protect security and order; strictly handle those who cause trouble and obstruct construction, especially those cadres and party members who incite and entice households around the construction site to intentionally obstruct and threaten the contractor within the cleared area," emphasized Mr. Tran Thang, Chairman of the People's Committee of Quang Binh province.

At the same time, quickly approve detailed planning, establish, appraise and approve technical economic reports for resettlement area construction.

The Chairman of the People's Committee of Quang Binh province requested that the project site be handed over before September 15.

The province requires the completion of related procedures and the construction of technical infrastructure for resettlement areas no later than October 30. Along with the construction of resettlement areas, it is possible to carry out procedures for land measurement, change of land use purpose, and drawing lots to allocate land to 10 resettled households on plots of land adjacent to existing traffic routes.

Previously, Nguoi Dua Tin had an article reflecting the status of the Project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section, which has been under construction for nearly 2 years but the site clearance has not been completely resolved. It is worth mentioning that this project has been adjusted for the 3rd time and the completion deadline is the end of 2024. If the site clearance is not completed before September 15, the project will not be completed.

According to a leader of the Department of Transport of Quang Binh province, the locations where land clearance is stuck, making it difficult for the project to be implemented, are in Quang Long ward, Ba Don town, the location of the National Highway 1A overpass in Quang Xuan commune, and especially 8/13 households have not agreed to receive compensation and resettlement money.
