Request to discipline the vice principal for teaching extra classes against regulations in Ninh Binh

TPO - The People's Committee of Hoa Lu Ward (Ninh Binh Province) has just requested Ninh Thanh Secondary School to review and consider disciplining Ms. Nguyen Thi Ly, Vice Principal, and Ms. Vu Thi Lan Anh, English teacher, for arbitrarily bringing outside students into the school to teach extra classes at night to collect money.

According to the People's Committee of Hoa Lu Ward, the two teachers' organization of extra classes on school grounds is a violation of Circular 29 of the Ministry of Education and Training on the management of extra classes, as well as directives of the People's Committee of Ninh Binh Province and local authorities.

Hoa Lu Ward People's Committee has issued a document requesting the Party Cell, Board of Directors and Pedagogical Council of Ninh Thanh Secondary School to hold a review meeting to clarify collective and individual responsibilities when violations occur.

The Ward People's Committee also proposed to base on the regulations to apply appropriate handling measures to the individuals involved. The Ward's Department of Culture and Social Affairs was assigned to monitor and urge the review process and report to the Standing Party Committee and the Ward People's Committee.

A representative of the People's Committee of Hoa Lu Ward added that in the 2025-2026 school year, the locality has issued many documents to tighten extra teaching and learning activities under the direction of the People's Committee of Ninh Binh province. However, according to feedback from the people and the press, Ninh Thanh Secondary School still allows illegal extra teaching to occur in the school.

Previously, on November 27, Tien Phong reported the case of Ms. Nguyen Thi Ly (Literature teacher and Vice Principal) and Ms. Vu Thi Lan Anh arbitrarily organizing extra classes at school at night. This activity was not reported and was not approved by the Board of Directors, causing many parents to be upset.

Principal of Ninh Thanh Secondary School, Ms. Hoang Thi Thanh Hoa, confirmed that when the incident was discovered (November 24), the school requested that the extra classes be immediately stopped and the teachers involved reported and self-criticized. Through verification, both teachers had registered to teach extra classes at outside centers, but they had arbitrarily brought students into the school to teach for money, violating current regulations. “Arbitrarily organizing extra classes in the school is a clear violation. The school has held a review meeting and will handle it strictly according to regulations,” Ms. Hoa affirmed.
