100 hours of military and civilians in Khanh Hoa fleeing floods.

From the afternoon of November 16th, Khanh Hoa experienced heavy rainfall lasting for several days. Simultaneously, floodwaters from upstream poured in, causing widespread flooding. Authorities and residents have been urgently responding to the situation in recent days.

Mr. Le Xuan (residing in Tay Nha Trang ward) escaped the flood-stricken Phu Trung area on the morning of November 21st. Carrying his phone, he went to a coffee shop on Le Thanh Ton street (Nha Trang ward) to charge it and contact relatives.

Just when it seemed the first flood on November 17th was historic, people in the downstream areas of Khanh Hoa had to flee floods three more times. On November 18th, some areas in the province were still deeply flooded, and many people returned home to clean up but became trapped.

"I don't understand why the water rose so quickly and fiercely," Mr. Xuan recounted. During the flood, he rescued a grandmother and her granddaughter. "I saw two figures struggling in the water. I threw a plastic bottle tied to a rope for them to grab onto, then pulled them up." These two people had been lying on top of a cupboard for several days. That night, the water rushed in, and they had no choice but to be swept away by the current while calling for help.

Over the past few days, floodwaters rose more than 4 meters, isolating a large area. Mr. Xuan's family and two neighbors are temporarily sheltering on the second floor, but valuable possessions and essential supplies are submerged. "I'm still luckier than many others because I have a place to stay. Now, I need to quickly buy more supplies for my wife and children, and charge my phone so I can keep my relatives informed," Mr. Xuan said. This morning, the Phu Trung area (Tay Nha Trang ward) is still submerged in floodwaters, with some areas more than 2 meters deep, exceeding head height.

According to Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh, this is a historic flood, with heavy and prolonged rainfall over a wide area. Khanh Hoa province has steep terrain, and the water level rose very quickly; in some places, the water level increased by more than 1 meter in just two hours. Given the complex situation, the province has also requested the Central Government, the Ministry of National Defense, and the Ministry of Public Security to continue maintaining forces and equipment, and to provide additional manpower and resources.

Currently, 54 communes and wards in Khanh Hoa province have 162 flooded areas; in West Nha Trang, South Nha Trang, Dien Khanh, Dien Dien, etc., many households are submerged up to the roof and need to be evacuated urgently.

According to preliminary reports as of late November 20th, Khanh Hoa province has reported 14 deaths and 1 missing person due to floods. The death toll may rise as many mountainous and low-lying areas remain isolated and communication is cut off. The floods have also submerged tens of thousands of hectares of rice and other crops. Thousands of livestock and poultry have been swept away. Many roads have been damaged by landslides. Sluice gates, dams, and irrigation canals have suffered severe damage.

Over the past few days, more than 15,000 officers and soldiers and 227 vehicles from the Ministry of National Defense , Military Region 5, the police, and local authorities have been mobilized. Many volunteers and foreigners have participated in assisting people to reach safe areas. The entire province has successfully evacuated nearly 900 households with over 3,000 people. Forces are continuing to penetrate deeper into isolated areas.

Faced with widespread flooding causing hardship and food shortages, the government and rescue forces are urgently providing assistance to the people. From November 18th to 20th, the Khanh Hoa Provincial Committee of the Vietnam Fatherland Front mobilized supermarkets and transport vehicles to deliver 6,900 boxes of instant noodles, 9,700 portions of dried food, and drinking water to isolated areas.

The communes and wards of Tay Nha Trang, Nam Nha Trang, Cam Lam, Nam Cam Ranh, Dien Khanh, Dong Hai, Ninh Hoa, etc., are also urgently evacuating residents and providing shelter for people in neighboring areas.

At the evacuation point on the second floor of an apartment building in Nam Nha Trang ward, 200 people are sheltering together in a 500m² space. Clothing, food, and medicine are being brought to those fleeing the floods by residents, businesses, and relief organizations.

Mr. Dinh Tri Tam (residing in Nam Nha Trang ward) said that his house on Vinh Thai street was flooded up to the roof. In previous years, the floodwaters came slowly, but this year, after just one night, they reached neck level. On the evening of November 19th, rescue forces brought his wife and three children to safety. He stayed behind to move his belongings, and on the morning of November 20th, he was also taken onto a boat by the soldiers. "Luckily, we have food, clothes, and a place to sleep here," he said.

According to the forecast of the Khanh Hoa Meteorological and Hydrological Station, on November 21st, both day and night, the province will be cloudy with moderate to heavy rain. In the northern part of the province, there will be very heavy rain in some areas, with rainfall generally ranging from 50-80mm, and exceeding 120mm in some coastal areas. In the southern part, rainfall will be 30-50mm, with some areas exceeding 70mm.

Water levels are receding in: Tay Khanh Vinh, Dien Dien, Dien Khanh, Northwest and Southeast Nha Trang, Suoi Dau, Suoi Hiep, Dien Lac, Northwest and Southeast Cam Ranh, Ba Ngoi, Trung Khanh Vinh, Bac Ai Tay, Bac Ai, My Son, Phuoc Hau, Ninh Phuoc, Do Vinh, Bao An, Phuoc Dinh, Dong Hai… However, the following communes and wards remain flooded: Ninh Hoa, Northwest and Southeast Ninh Hoa, Tan Dinh, Hoa Tri, and Hoa Thang.

Warning: In the Dinh River basin, low-lying areas may experience water levels exceeding 3m. In the Cai River basin, Nha Trang water levels are 1–1.5m; low-lying areas may experience water levels exceeding 2m. In the Cai River basin, Phan Rang water levels are 0.5–1m; low-lying areas may experience water levels exceeding 1.5m.
