Following the promulgation and effective date of August 1st of the 2024 Land Law, issues related to land use right certificates (land title deeds) have attracted considerable attention. One of the major changes to this document is the format of the land title deed.
The land ownership certificate will have a new name.
In fact, "red book" is not a term used in the Land Law or any detailed guiding documents or regulations. It's simply a common term used by people based on the color of the land use right certificate.
According to the 2013 Land Law, "red book" refers to the Certificate of Land Use Rights, Ownership of Houses and Other Assets Attached to Land. However, in the 2024 Land Law, "red book" refers to the Certificate of Land Use Rights and Ownership of Assets Attached to Land. Thus, under the new regulations, the name of the "red book" has been shortened compared to before.
Standardize a new land ownership certificate template.
The Ministry of Natural Resources and Environment is drafting a Circular stipulating regulations on Certificates of Land Use Rights, Ownership of Assets Attached to Land, and cadastral records.
The draft clearly states that the Certificate of Land Use Rights (pink book, red book), and ownership of assets attached to the land (Certificate) is issued by the Ministry of Natural Resources and Environment according to a unified form and is applied nationwide to all types of land and other assets attached to the land.
The certificate consists of a single sheet with two pages, printed on a pink lotus-colored background with a bronze drum pattern (referred to as the certificate template), measuring 210 x 297 mm; and includes the following prescribed contents:
Page 1 of the Certificate includes the following information:
- National name;
- National emblem;
- QR code;
- The title "Certificate of Land Use Rights and Ownership of Assets Attached to Land" is printed in red;
- Section "1. Land users, owners of houses and assets attached to the land";
- Section "2. Land plot information";
- Section "3. Information on assets attached to the land";
- Section "4. Notes";
- Section "5. Land plot diagram";
- The place, date of signing the Certificate, and the signing authority are located in the bottom right corner of Page 1 of the Certificate;
- Important notes for those who have been issued the Certificate.

Page 2 of the Certificate includes the following information:
- Section "6. Changes after issuance of the Certificate:";
- Certificate registration number.

According to the draft, the QR code on the land ownership certificate will be printed by the issuing authority and used to look up information on the certificate. The purpose of the QR code is to prevent forgery of certificates and ensure the security of the land ownership certificate.
The previous land ownership certificate template did not have a QR code; instead, it used a barcode and a series of positive integers (which could consist of 13 or 15 digits) printed at the bottom of page 4, used for managing and retrieving information and issuance records.
Therefore, the new land ownership certificate template is expected to include a QR code similar to existing documents such as citizen identification cards and health insurance cards.
