At the summit, nine provinces from three countries (Vietnam, Laos, and Thailand) that utilize Highway 8 and Highway 12 agreed to continue comprehensive cooperation in economic , cultural, and social fields.

For three days (February 27-29), in Sakon Nakhon province (Kingdom of Thailand), the delegation from Ha Tinh province, led by Vice Chairman of the Provincial People's Committee Le Ngoc Chau, attended the 23rd High-Level Conference of 9 provinces from 3 countries (Vietnam, Laos, and Thailand) that utilize Highway 8 and Highway 12.

At the conference, after hearing the summary report on the implementation of the contents of the Minutes of the 22nd High-Level Conference of 9 provinces from 3 countries (Vietnam, Laos, and Thailand) using Highways 8 and 12, along with the opinions of representatives from the participating provinces, the conference agreed to continue comprehensive cooperation in the fields of economics, culture, and society.

Vice Chairman of the Provincial People's Committee Le Ngoc Chau and delegates from Ha Tinh province attended the conference.

Accordingly, the provinces will continue to strengthen cooperation and exchange in the training of officials, lecturers, and students; and enhance the exchange and provision of information to each other on the situation and prevention of COVID-19, monkeypox, and other diseases.

Strengthening cooperation in technology transfer, investment promotion, and connecting supply and demand in the technology sector among the 9 provinces of the 3 countries. Encouraging the exchange of information, experience, and technology transfer in agriculture between the provinces.

Encourage border trade by reducing customs procedures, passport checks, and other document checks to shorten import and export times. Each province should develop mechanisms for exchanging relevant information to prevent smuggling, trade fraud, and drug trafficking.

Encourage and facilitate the exchange and cooperation of transport businesses from 9 provinces and 3 countries in freight transport via Route 8 and Route 12 to Vung Ang Industrial Park (Ha Tinh province), Hon La Industrial Park (Quang Binh province), Cua Lo town (Nghe An province) and onward to third countries. Continue to promote the construction of transport routes and projects according to previously agreed memoranda of understanding...

Continue to promote information exchange and dissemination of the important historical, cultural, and tourism values ​​of each province. Strengthen cultural, artistic, and sports exchanges on important national holidays of the three countries; further enhance the friendly relations between the provinces.

Facilitate the work of travel companies from 9 provinces across 3 countries to promote tourism. Coordinate the organization of presentations and promotional activities showcasing the potential, advantages, and investment opportunities of products and businesses in the 9 provinces across 3 countries to other provinces in Vietnam, Laos, and Thailand.

During the working visit, the provincial delegation also participated in a dialogue program between the Vietnamese and Thai governments and businesses, organized by the Vietnamese Consulate General in Khon Kaen and Sakon Nakhon province, Kingdom of Thailand. Vice Chairman of the Provincial People's Committee Le Ngoc Chau co-chaired the dialogue program organized by the Consulate General of Vietnam in Khon Kaen and Sakon Nakhon province of the Kingdom of Thailand.

During the dialogue, the Ha Tinh delegation introduced the potential, advantages, and preferential policies to attract investment in production and business in various sectors of the province. They also answered questions and discussed solutions to difficulties and obstacles faced by businesses, aiming to encourage Thai businesses to invest in Ha Tinh, including tourism, trade, services, and other fields.

Nine provinces utilize Highway 8 and Highway 12, including: Sakon Nakhon, Nakhon Phanom, Nong Khai, and Bung Kan in the Kingdom of Thailand; Khammouane and Bolikhamsai in the Lao People's Democratic Republic; and Ha Tinh, Nghe An, and Quang Binh in the Socialist Republic of Vietnam.

The 24th Summit of 9 Provinces from 3 Countries is expected to be held in Quang Binh Province, Socialist Republic of Vietnam, in early 2025.
