To ensure the election is conducted safely and in accordance with regulations, Lao Cai province has implemented a comprehensive set of solutions, focusing on developing plans to ensure security and order, and promptly preventing and handling any arising situations at the grassroots level. Functional forces have strengthened their monitoring of the local situation, reviewed key areas, and proactively developed specific security plans for each polling station. Security, fire prevention, traffic safety, and information security measures have been implemented comprehensively, contributing to creating favorable conditions for voters to exercise their rights and civic duties.

The Provincial Military Command has strictly implemented directives and plans from higher authorities regarding election security; simultaneously, it has developed and perfected a combat readiness plan system suitable to the local situation. Units have conducted numerous simulated training exercises, including handling security and public order disturbances, fire prevention and control, disaster relief, rescue operations, and drone control, all aimed at ensuring absolute safety at polling stations and key targets.
Simultaneously, police forces at all levels closely coordinated with local authorities to review all polling areas, develop specific security plans for each location; and implement measures to ensure traffic safety, fire prevention and control, and information security. In Luong Thinh commune, the commune police force conducted a comprehensive review of residence management and subject management; compiled a list of 8,981 eligible voters. They also coordinated the review and finalization of political qualifications for 33 candidates and election staff. Closely monitoring the local situation, the unit developed security plans, deployed forces at 11 polling areas, and organized duty shifts, patrols, and inspections to ensure security and order.


According to Lieutenant Colonel Duong Phu Lien, Deputy Head of Luong Thinh Commune Police, the unit has proactively advised the local Party committee and government on developing plans to ensure security and order; strengthened its understanding of the local situation and created hypothetical scenarios to promptly handle any problems that may arise.
In Van Ban commune, there are 30 polling stations with 16,829 voters expected to participate in the election. By listening to the opinions of the people, the commune's police force proactively advised on resolving conflicts, disputes, and complaints at the grassroots level; preventing the formation of hotspots and contributing to maintaining stability before election day.
In addition, the People's Committee of Lao Cai province requested all levels and sectors to strictly implement the "four on-the-spot" principle in disaster prevention and control; strengthen inspection and supervision, detect early and promptly handle potential risks. Localities should proactively arrange forces, equipment, and supplies to be ready to respond; and promptly relocate and evacuate people in vulnerable areas with high risks to safe locations.

Closely monitor health and public order and security.
Besides ensuring security and order, Lao Cai province also focuses on developing medical plans to ensure the health and safety of voters and personnel participating in the election. Accordingly, the Provincial People's Committee requests the health sector and localities to strengthen disease prevention and control, ensure food safety, and prepare emergency and healthcare plans for the people during the election period.

During the meeting, the Deputy Prime Minister affirmed that Vietnam encourages US businesses to expand investment, especially in high-tech, innovation, and semiconductor industries. According to Vice Chairman of the Provincial People's Committee Vu Thi Hien Hanh, the plans must be developed according to the "four on-the-spot" principle, ensuring readiness to respond to any arising situations. Hospitals and regional health centers need to allocate sufficient personnel, medicines, supplies, and medical equipment; maintain a constant on-call system to promptly receive and handle emergency cases. In addition, preventive health units should strengthen monitoring and closely supervise the disease situation in the area. Early detection and thorough handling of outbreaks (if any) should be carried out promptly to limit the risk of community spread. Furthermore, the health sector needs to strengthen inspection and supervision of food safety before and during the election period; promptly detect and handle violations and proactively develop response plans in case of food poisoning incidents.
With thorough preparation, proactive measures taken early on, and close coordination among all forces, Lao Cai province is gradually completing the necessary conditions to ensure the election takes place safely, in accordance with regulations, and truly becomes a festival for all citizens.
