According to the recently signed decision, the list of inland ports in Vietnam includes 19 inland ports strategically located across the country, based on a thorough review of legal regulations on investment, construction, management and operation of inland ports, and especially based on the Inland Port System Development Plan for the period 2021-2030, with a vision to 2050, approved by the Prime Minister .
This publication of the list is based on a submission from the Vietnam Maritime and Inland Waterways Administration regarding the publication of the List of Inland Ports in Vietnam and a proposal from the Director of the Department of Construction Infrastructure. Regarding management responsibilities, the Ministry of Construction assigns the Vietnam Maritime and Inland Waterways Administration to take the lead in performing the functions and tasks of managing this inland port system.
The list under Decision No. 428/QD-BXD includes 19 inland ports. Of these, 4 inland ports are located in Hai Phong city, including Tan Cang Hai Phong Inland Port, Dinh Vu - Quang Binh Inland Port, Hoang Thanh Inland Port, and Nam Dinh Vu Inland Port Phase 1.
In Bac Ninh province, there are 3 inland ports: Tan Cang Que Vo inland Port, Tien Son inland Port, and Tan Chi inland Port (Phase 1).
Ho Chi Minh City has three inland ports: Phu My inland port (phase 1), Cai Mep inland port, and Thanh Phuoc inland port.
Ninh Binh province has two inland ports: Tan Cang Ha Nam Inland Port and Phuc Loc - Ninh Binh Inland Port.
Dong Nai province has two ports: Tan Cang Nhon Trach inland port and Tan Cang Long Binh inland port (phase 1).
The remaining 5 inland container depots (ICDs) located within Hanoi City include: Long Bien, Dong Pho Moi inland container depot in Lao Cai province, Hai Linh inland container depot (ICD) in Phu Tho province, Km3+4 Mong Cai inland container depot in Quang Ninh province, and Tan Cang - Moc Bai inland container depot (phase 1) in Tay Ninh province.

The new decision officially takes effect from the date of signing, replacing Decision No. 287/QD-BXD dated March 21, 2025, of the Ministry of Construction on the previous announcement of the List of Inland Ports in Vietnam. This is a prerequisite for realizing the goal of modernizing Vietnam's logistics industry, helping to reduce congestion at ports and speed up customs clearance of goods.
