Competition is linked to assigned tasks.

Recognizing the role, position, and importance of emulation and reward activities in fulfilling political tasks at the unit, the Vietnam Bank for Social Policies (VBSP) Ha Giang branch has made many innovations and creative changes, creating strong transformations in all of its activities. Along with that, fairness and transparency in emulation and reward have become a strong driving force, encouraging each officer, employee, and worker in the branch to strive to excellently complete their tasks, contributing to poverty reduction and socio-economic development for the locality.

For example, in the "Nationwide Campaign to Build New Rural Areas," the Branch focused its disbursement of capital on loan recipients in the province's new rural development areas and invested in agriculture and rural sectors. This contributed to 51 out of 193 communes achieving new rural area standards; each commune averaged 12.2 new rural area criteria; and one commune was recognized as achieving advanced new rural area standards.

With the movement "The whole country joins hands for the poor - No one left behind," the Branch organized a campaign to promote solidarity and the strength of its staff and employees in working together for the poor. As a result, over the past five years, union members and employees of the Branch have donated 6,165.5 million VND to the social security fund and other funds to carry out humanitarian, social, and charitable activities.

In particular, to narrow the information technology gap between the people of the province and those in lowland provinces and cities, and to adapt to the task of digital transformation, the Branch has focused on effectively implementing digital technologies such as SmartBanking Mobile, installing biometrics using chip-embedded citizen identification cards, Mobile Banking apps, etc.; applying new technologies to internal management processes and product and service delivery; and modernizing banking products and services to save time and costs in loan, debt collection, and interest collection procedures for the poor and other policy beneficiaries.

During the period 2020-2025, the Director of the Vietnam Bank for Social Policies (VBSP) branch in Ha Giang recognized 76 collectives and 670 individuals as advanced workers; and awarded prizes for emulation movements to 649 collectives and 559 individuals.

In addition, communication efforts are always prioritized to guide customers in accessing and using Mobile Banking services; managing and utilizing capital for the right purposes, targeting the right beneficiaries, and effectively; flexibly managing capital planning; and disbursing funds to the poor and other policy beneficiaries...

According to Le Tuan Quang, Director of the Vietnam Bank for Social Policies (VBSP) Ha Giang branch, in addition to the above movements, the branch has strongly responded to other movements such as "The whole country is competing to build a learning society and promote lifelong learning in the period 2023 - 2030"; "Studying and following the thoughts, ethics, and style of Ho Chi Minh"; "Excellent in banking work, responsible in household duties"; "Excellent and creative labor"; and "The whole country is competing to build a learning society and promote lifelong learning in the period 2023 - 2030"... creating a vibrant atmosphere of competition throughout the system and making an important contribution to fulfilling the assigned political tasks.

Spread throughout the entire political system.

Not only does it actively participate in movements launched by the Central Government, the province, and the sector, but with its unique operating methods, the Vietnam Bank for Social Policies (VBSP) in Ha Giang also spreads the spirit of emulation to the local political system. Therefore, it is not surprising that the transfer of preferential credit capital under the VBSP's management has attracted the involvement of Party committees, governments at all levels, and associations and organizations in the area.

Through policy advice, during the period 2020-2025, the Vietnam Bank for Social Policies (VBSP) Ha Giang branch and its transaction offices have intensified the implementation of Directive No. 40-CT/TW and now continuing with Directive No. 39-CT/TW of the Party Central Committee on improving the effectiveness of social policy credit, as well as other directives of the Provincial Party Committee. As a result, from 2020-2025, Ha Giang transferred entrusted capital totaling VND 236.232 billion, and by March 26, 2025, the locality had transferred entrusted capital to the branch totaling VND 288.397 billion...

Effectively coordinate with entrusted socio-political organizations and departments from the provincial to the grassroots level in implementing 19 policy credit programs (an increase of 4 programs compared to the beginning of 2020).

As of March 26, 2025, the Branch's total capital reached VND 5,551.7 billion, an increase of VND 2,648.1 billion compared to the beginning of 2020, with an average annual capital growth rate of 18.2%. Of this, mobilized capital amounted to VND 493.3 billion, accounting for 8.8% of total capital, an increase of VND 279.1 billion compared to the beginning of 2020; entrusted investment capital from local sources was VND 288.4 billion, accounting for 5.2% of total capital, an increase of VND 236.2 billion compared to the beginning of 2020; and balanced capital from the Central Government was VND 4,770.0 billion, accounting for 85.9% of total capital, an increase of VND 2,132.8 billion compared to the beginning of 2020.

Total outstanding loans as of March 26, 2025 reached VND 5,535.4 billion with 93,640 borrowing households, an increase of VND 2,640.2 billion compared to the beginning of 2020; the average annual growth rate reached 13.5%. Loan disbursements over 5 years reached VND 7,706.7 billion, with 147,418 poor households and other policy beneficiaries receiving loans. Loan collection amounted to VND 4,971.4 billion, accounting for 64.5% of loan disbursements. Notably, the Branch proactively directed and implemented many comprehensive solutions to consolidate and improve credit quality. As of March 26, 2025, total non-performing loans (overdue and non-performing loans) were VND 7.6 billion, accounting for 0.07% of total outstanding loans.

With the motto "Leaving no one behind," over the past five years, the Vietnam Bank for Social Policies (VBSP) has successfully implemented interest rate support and reduction programs for loans, helping people quickly overcome difficulties, especially during the Covid-19 pandemic and Super Typhoon Yagi.

The achievements in professional and operational activities, as well as other social and charitable activities, that the Vietnam Bank for Social Policies (VBSP) Ha Giang has attained over the past five years once again demonstrate its spirit of solidarity and compassion towards the people of Ha Giang in general, and the poor and other policy beneficiaries in particular. This spirit has contributed to empowering the people to overcome poverty, rise to prosperity, and build a beautiful and prosperous homeland.
