During the early spring season, 336 traditional festivals at various levels will take place throughout the province. These festivals feature rich activities deeply rooted in tradition, contributing to the education of the principle of remembering one's roots and fostering community cohesion through learning about the origins of the festivals, historical sites, and revered figures.
To ensure the festival season is safe and civilized, the Department of Culture, Sports and Tourism has issued a document guiding localities with festivals to strictly implement the directives of the Central Government, the Ministry of Culture, Sports and Tourism, the Provincial Party Committee, and the Provincial People's Committee on the management and organization of festivals; ensuring they are practical, safe, economical, and in line with the civilized lifestyle, cultural traditions of the nation, and the good customs and practices of the locality.
Local authorities are requested to develop a plan for organizing the festival, strengthen the steering committee and organizing committee, establish subcommittees, and assign clear and specific tasks. Increased publicity through mass media and social media platforms is needed to promote the purpose and significance of the festival. The festival must be organized safely, solemnly, effectively, and practically, fostering a healthy cultural environment, preserving and promoting traditional cultural values, and protecting historical sites and heritage.
Strengthen the practice of saving and combating waste; localities with festivals taking place at historical and cultural relics and scenic spots should proactively develop detailed plans and organizational methods to ensure absolute safety, traffic flow management, and security and order; arrange parking areas for visitors to avoid localized congestion that hinders the flow of tourists attending the festival.
In addition, strengthen inspection and supervision, and strictly handle violations in the management and organization of festivals; take timely measures to prevent negative manifestations such as: fortune telling, casting lots, hired rituals, disguised gambling, etc. Guide people to place offerings and donations in the right places according to the regulations of the local festival organizing committee.
In recent years, festivals held in the province have been organized in a civilized manner, attracting a large number of people and tourists. Activities within the festival framework have been safe, orderly, and conducted in a sacred, solemn, and economical atmosphere, with many cultural, sports, and folk games that meet the spiritual and cultural needs of the people. Some localities have proactively expanded the festival areas and parking facilities, creating convenience for people and tourists to visit, worship, and learn about local history.
At festivals, the safety of the people and tourists is paramount. Local authorities proactively guide festival organizers and site management boards in their areas to ensure that festivals are organized in accordance with State regulations; they have plans for fire prevention and control; security and order; food safety and hygiene; a map of the festival area; signposts to areas within the site and the festival area; and they arrange and organize service areas, offering areas, donation boxes, oil drop plates, offering stands, places for offering, burning incense, burning petitions, service areas, restrooms, parking lots, and waste containers in a reasonable manner. The criteria of "bright - green - clean - beautiful - civilized - safe - economical" must be ensured.
