To develop the heritage economy and prevent heritage from being overexploited, leading to the risk of extinction, before promoting the value of heritage, we need to think about conservation.

Quang Ninh has a huge treasure of cultural heritage. In particular, the cultural heritage of the sea and islands of the Northeast region appeared very early in the history of national culture (with the cultural relics of Ha Long, Cai Beo, Soi Nhu), and until now still has its own vitality, persistence, and adaptation to new development conditions. The geographical location, history and living process of generations of Quang Ninh people have formed a system of extremely rich and diverse tangible and intangible cultural heritage, bringing very unique cultural characteristics.

Quang Ninh has many unique landscapes, including the world natural wonder Ha Long Bay, Yen Tu - where Emperor Tran Nhan Tong practiced and became a Buddha, the birthplace of Truc Lam Zen, along with a system of hundreds of temples, pagodas, hermitages, and towers in Hai Duong and Bac Giang located in the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac heritage complex that is being nominated for world heritage. In total, Quang Ninh has 635 historical - cultural relics and scenic spots, including 8 special national relic sites; 13 national treasures, 362 inventoried intangible cultural heritages, and 15 national intangible cultural heritages.

In addition to the great achievements, Quang Ninh has to face many challenges, such as: The continuous "raw" exploitation of natural heritage values, the conversion of traditional livelihood methods still lacks selection, conservation and reasonable promotion. Many industrial heritages of the Coal industry during the French colonial period no longer exist. Some traditional crafts have been lost. Some spiritual tourism destinations, although having great appeal, still show signs of "transformation" or "deviation" of culture. Traditional lifestyles, customs and practices have also changed a lot due to rapid urbanization. Along with that, Quang Ninh is lacking attractive mechanisms and policies to promote, attract strong investment and enhance the social responsibility of businesses and communities towards heritage resources.

At the scientific workshop "Some theoretical and practical issues on promoting new growth drivers - perspectives from the practice of heritage economic development in Quang Ninh province" organized by the Editorial Board of the Communist Magazine, the Central Theoretical Council and the Quang Ninh Provincial Party Committee on December 21, 2024 in Van Don, many delegates participated in solutions and recommendations for Quang Ninh in particular and the whole country in general to continue to effectively develop the heritage economy on the basis of preserving the precious cultural heritage of our ancestors. Dr. Nguyen Thi Mai Chi, Ho Chi Minh National Academy of Politics, believes that in order to maintain the "vitality" of cultural heritage, it is not only necessary to preserve it as it is, but also to let cultural heritage "live" and be honored in the life of the community, but first of all, it is necessary to strengthen aesthetic education, education on understanding of cultural knowledge in general and national cultural heritage in particular, thereby arousing and multiplying the passion and awareness of heritage protection in all people, especially the young generation.

At the same time, harmoniously combine the preservation and promotion of cultural heritage values ​​in socio-economic development. Quang Ninh also needs to pay more attention to the preservation of cultural heritage in local planning work, approach the issue in a comprehensive and interdisciplinary way to propose appropriate solutions, create suitable landscapes for cultural heritage areas, contributing to increasing the value of cultural heritage. To preserve and promote the value of cultural heritage, in addition to State policies, the province needs to continue to pay attention, have mechanisms and policies to encourage organizations, individuals, non-public museums, private collectors, and further motivate artisans in preserving, teaching, and promoting the value of cultural heritage...

Social resources will participate in funding projects to restore and embellish the landscape of the heritage area; orient the development of the heritage area space, complete the infrastructure and necessary facilities for tourism to connect tourist areas and destinations associated with promoting traditional tangible and intangible cultural values, imbued with national identity, with a mark in the historical process of the nation. For example, the experience of attracting investment in the Yen Tu relic and scenic area associated with the cultural and architectural imprint of Buddhism in the Tran Dynasty, in which the Legacy Yen Tu project stands out.

Ngoa Van Pagoda has been renovated and become an attractive destination.

According to Dr. Mai Chi, it is necessary to identify, count and invest in conservation, in which we try to discover unique and special features, otherwise the heritages are not only at risk of being lost but also disappearing forever. Therefore, the province needs to develop and promulgate a project to plan the system of relics oriented to 2030, with a vision to 2050. On the other hand, planning spiritual tourism routes, cultural and historical experience tourism combined with high-class resort tourism in the direction of strengthening regional connectivity, integrating into development planning, associated with promoting the value of medieval cultural heritages along the axis of Van Don - Ha Long - Quang Yen - Uong Bi - Dong Trieu.
