Government Decree No. 62/2025/ND-CP, dated March 4, 2025, detailing the implementation of the Electricity Law on the protection of power infrastructure and safety in the electricity sector, stipulates that land users and tree owners are responsible for regularly inspecting and promptly pruning trees that pose a risk of violating the safe distance for electrical discharge according to the voltage level of overhead power lines. At the same time, according to Decree No. 17/2022/ND-CP, which specifies penalties for violations of power line corridors, planting trees in violation of safety distances can result in fines of 5 to 10 million VND; constructing houses within the corridor without agreement with the electricity sector can result in fines of 10 to 20 million VND; and construction causing pole collapses or wire breaks can result in fines of up to 100 million VND...

Protecting the safety corridor of the power grid

Protecting the safety corridor of the power grid.

Despite regulations, encroachment on power line corridors has persisted in the province. According to Quang Ngai Power Company, the reason is that recently, people have been building houses and structures that violate the safety corridor of high-voltage power lines. The number of cases where people cut down acacia trees while harvesting them and cause them to fall onto power lines has been increasing. Since the beginning of the year, more than 10 cases of people building houses, structures, and leveling land in violation of power line safety corridors have occurred in the province. Quang Ngai Power Company is coordinating with local authorities to work directly with each violating household, demanding thorough rectification. They are also requiring these households to sign commitments not to build or expand further within the power line corridor...

Nguyen Anh Nong, head of Nhon Loc 1 village in Hanh Tin Dong commune (Nghia Hanh district), is a prime example of someone proactively protecting the safety corridor of the power grid. With an area planted with acacia trees where high-voltage power lines run, Mr. Nong has voluntarily pruned and trimmed the trees, maintaining a minimum safe distance of 6 meters from the trees to the power lines. “When the trees grew larger and felt unsafe, especially during the rainy season when strong winds could easily knock them down onto the power lines, I proactively cut and trimmed the branches and tops. Doing so affects my income from the acacia trees, but I believe it's necessary and contributes to ensuring the safety of the power grid, which in turn ensures the safety of my life and property, as well as that of the community,” Mr. Nong shared.

According to Tran Van Lam, team leader of the Power Line and Substation Management Team (Nghia Hanh Power Company), the unit regularly coordinates with local authorities to promote power grid safety and monitor tree felling by residents. Unsupervised tree cutting can easily cause trees to fall onto power lines, posing a danger. Therefore, the unit closely monitors this to ensure the safety of the power grid.

Quang Ngai Power Company advises residents and construction units to absolutely refrain from building or renovating structures within the overhead power line protection corridor without prior agreement with the management unit. Do not plant tall trees, erect scaffolding, canopies, hang advertising signs, or place clotheslines near power lines. When construction near power lines is necessary, safety measures must be taken to maintain the required distance, and construction equipment that poses a risk of collision with the power lines must not be used. Unmanned aerial vehicles (drones) and drones are also prohibited from operating within 100 meters of the outer edge of the power line.
