At the intersection of the old Thanh Hoa City Western bypass and National Highway 45 in Quang Phu ward, many road users are frustrated by the indiscriminate stockpiling of scrap materials and the frequent stopping of trucks to load and unload goods from a scrap collection facility, causing traffic congestion.
Mr. Nguyen Van Chien, a truck driver residing in Truong Van commune who frequently travels through this area, expressed his concern: “The constant flow of vehicles collecting scrap metal makes traffic on this road very dangerous, especially during rush hour. I hope the authorities will soon inspect the area and take measures to relocate the scrap metal collection facility to ensure the safety of road users.”
Not only are many scrap metal collection facilities operating along transportation routes, but they are also infiltrating residential areas. Ms. Nguyen Thi H., a resident living near a scrap metal business on Le Thanh Tong Street, Hac Thanh Ward, shared: “As neighbors, we have offered suggestions, but the owner doesn't listen. We're afraid of damaging neighborly relations if we say too much, so we just accept living with it. The worrying thing isn't just the aesthetics and the foul smell, but also the constant risk of fire and explosion.”
A similar situation occurs on Le Lai, Vinh Yen, Trinh Kiem streets, and other roads in Hac Thanh ward. These are roads with high traffic volume, so scrap metal collection activities obstruct traffic and pose a potential risk of accidents.
According to regulations, the collection and storage of scrap materials must ensure environmental protection, not affect the lives of residents, and be in accordance with planning. Scrap material purchasing facilities, whether small-scale or large-scale enterprises, must meet conditions ensuring environmental protection, occupational safety, fire prevention, and that warehouse locations are in accordance with planning regulations and maintain safe distances from residential areas and roads.
In reality, current legal regulations on environmental protection, fire prevention and control, and urban order are quite comprehensive. However, many scrap metal collection facilities still exist and operate openly in residential areas and on major traffic routes without adhering to planning regulations, indicating a "gap" in local government management that needs to be addressed promptly.
