Attending the congress, on the side of the Central Committee of the Vietnam Farmers' Union, there was comrade Nguyen Xuan Dinh - Vice President of the Central Committee of the Vietnam Farmers' Union. On the side of Binh Thuan province, there were comrades: Duong Van An - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Binh Thuan province; Nguyen Hong Hai - Vice Chairman of the Provincial People's Committee. Comrades in the Standing Committee of the Provincial Party Committee, People's Council - People's Committee - Vietnam Fatherland Front Committee of the province, Heroic Vietnamese Mother Huynh Thi Sau; leaders of departments, branches, sectors, unions; leaders of the Provincial Farmers' Union through the periods. Especially, there were 251 outstanding delegates, representing nearly 150,000 cadres, members, and farmers in the whole province.
During the 2018-2023 term, although the situation of agriculture, farmers and rural areas faced many difficulties, with the close attention and direction of Party committees at all levels, the support and assistance of authorities at all levels, and the spirit of solidarity, initiative and creativity, the associations at all levels have focused on building a strong association in all three aspects: politics , ideology and organization. Thereby, attracting nearly 17,000 members, bringing the number of members to nearly 150,000 people, an increase of 9% compared to the previous term. In addition, the Association at all levels has organized many consulting, service, vocational training activities, supporting farmers in developing production and business. Outstanding is the movement "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably". In the past 5 years, there have been 5 outstanding farmers nationwide; 12 agricultural products were recognized as national typical products and 358 households had an income of over 1 billion VND/year, 3,703 households had an income of over 500 million VND/year; created jobs on the spot for more than 62,806 workers; provided capital, plant varieties, adopted children and production experience for 15,730 poor farming households...
In addition, in the new rural construction movement, farmers in the whole province have contributed over 100 billion VND, 124,000 working days, and donated over 9,000 m2 of land to join the locality in building civil works, infrastructure, etc. Thanks to that, the appearance of the countryside has changed significantly, the material and spiritual life of farmers has been improved. Up to now, the whole province has 72/93 communes meeting new rural standards, maintaining 2 district-level units meeting new rural standards compared to 2018, an increase of 16 communes and 1 district in new rural construction, etc.
With the spirit of Solidarity - Democracy - Creativity - Cooperation - Development, in the 2023 - 2028 term, the Association at all levels will continue to promote the role of the subject and center of farmers in developing the agricultural economy, building new rural areas and civilized urban areas; building a comprehensively strong Association at all levels and a strong farmer class, contributing to building a rich and beautiful homeland of Binh Thuan. In particular, focusing on implementing 12 targets and 2 key and breakthrough tasks such as promoting the application of digital transformation in the Association's work and the production and consumption process of agricultural products; advising the Party Committee to build a team of Association officials at all levels with political qualities and capacity to meet the requirements of the Association's work tasks in the current term and the following terms. At the same time, admit 10,000 new members; build 620 professional associations and 1,240 professional association groups; strive to coordinate in building 25 cooperatives and 150 cooperative groups; Every year, over 70% of farming households register for the emulation movement of farmers in good production and business, over 50% of the total number of registered households achieve the title of good production and business households at all levels...
Speaking at the congress, comrade Nguyen Xuan Dinh - Vice President of the Central Committee of the Vietnam Farmers' Union praised the results and achievements in the work of the Association and the farmers' movement of the Binh Thuan Farmers' Union in the past term. At the same time, he requested that all levels of the association continue to strongly innovate the content and methods of operation in a practical and effective direction. Taking the legitimate interests and aspirations of farmer members as the goal and content of the Association's activities. Focus on directing and innovating methods of organizing patriotic emulation movements among farmers, focusing on the movement of farmers competing in production and good business with specific contents, closely following the socio-economic development tasks of the locality. At the same time, proactively coordinate closely with all levels, sectors and enterprises to effectively implement socio-economic development programs and projects related to agriculture, farmers and rural areas...
To successfully implement the goals set out in the Resolution of the new term congress, at the congress, Provincial Party Secretary Duong Van An requested that all levels of the Association continue to thoroughly grasp the viewpoint that farmers are the subject and center of the process of agricultural development, rural economy and new rural construction. At the same time, propose solutions to create new breakthroughs in agriculture, maximize the potential and advantages of each locality and province to develop high-tech agriculture, organic agriculture in the direction of ecology, sustainability, circulation, and adaptation to climate change. In particular, focus on mobilizing members and farmers to boldly apply scientific and technical advances, new technologies in production, participate in linking commodity production according to value chains with the participation of businesses and scientists.
In addition, the Provincial Party Secretary emphasized that all levels of the Association need to arouse the spirit of hard work, creativity, self-reliance, and the desire to develop. Each cadre and farmer member must nurture the desire to become rich from agriculture. At the same time, mobilize farmers to raise awareness of clean production, establish sustainable clean production models, and have awareness of environmental protection. Proactively and actively participate in building a new rural area with comprehensive and sustainable development. Along with that, strengthen the construction of economic and social infrastructure in rural areas, promote good traditional cultural values, build a new culture, and a new lifestyle in rural areas. At the same time, all levels of the Association need to focus on caring for and building a truly strong Farmers' Association, acting as the center and backbone of the farmers' movement and the cause of building a new rural area. Continue to innovate the content and methods of operation of the Association, focusing on activities at the grassroots level for the benefit of members.
With the spirit of democratic centralism, the Congress elected 27 comrades to the Executive Committee of the Binh Thuan Provincial Farmers' Association, term IX, 2023-2028.
This afternoon, the Congress will report the results of the first meeting of the 9th Executive Committee, term 2023 - 2028; elect the Delegation to attend the National Congress of the Vietnam Farmers' Union and approve the draft Resolution of the 9th Provincial Farmers' Union Congress, term 2023 - 2028.
