Attending the congress, on behalf of the Central Committee of the Vietnam Farmers' Association was Comrade Nguyen Xuan Dinh – Vice Chairman of the Central Committee of the Vietnam Farmers' Association. On behalf of Binh Thuan province were Comrades: Duong Van An - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Binh Thuan province; Nguyen Hong Hai – Vice Chairman of the Provincial People's Committee. Also present were members of the Provincial Party Standing Committee, the Provincial People's Council - People's Committee - Vietnam Fatherland Front Committee; Heroic Vietnamese Mother Huynh Thi Sau; leaders of departments, agencies, and mass organizations; and leaders of the Provincial Farmers' Association from previous periods. Particularly noteworthy was the presence of 251 outstanding delegates, representing nearly 150,000 cadres, members, and farmers throughout the province.
During the 2018-2023 term, despite numerous difficulties facing agriculture, farmers, and rural areas, with the close attention and guidance of Party committees at all levels, the support and assistance of government agencies at all levels, and the spirit of solidarity, initiative, and creativity, the associations at all levels focused on building strong organizations in all three aspects: political , ideological, and organizational. As a result, they attracted nearly 17,000 new members, bringing the total membership to nearly 150,000, a 9% increase compared to the previous term. In addition, the associations at all levels organized many activities providing advice, services, vocational training, and support for farmers to develop their production and business. A notable example is the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty." Over the past five years, five outstanding farmers have been recognized nationwide. Twelve agricultural products were recognized as outstanding national products, and 358 households earned over 1 billion VND per year, while 3,703 households earned over 500 million VND per year; creating jobs for more than 62,806 local workers; providing capital, seeds, livestock, and production experience to 15,730 poor farming households…
Furthermore, in the new rural development movement, farmers throughout the province have contributed over 100 billion VND, 124,000 working days, and donated over 9,000 square meters of land to help localities build public works and infrastructure. As a result, the appearance of rural areas has changed significantly, and the material and spiritual lives of farmers have improved. To date, 72 out of 93 communes in the province have met the new rural development standards, and 2 district-level units have maintained the new rural development standards, an increase of 16 communes and 1 district compared to 2018.
With the spirit of Unity – Democracy – Creativity – Cooperation – Development, during the 2023-2028 term, the Farmers' Association at all levels will continue to promote the leading and central role of farmers in agricultural economic development, building new rural areas and civilized urban areas; building strong and comprehensive Farmers' Association organizations at all levels and the farming class, contributing to building a prosperous and beautiful Binh Thuan homeland. This includes focusing on implementing 12 targets and 2 key breakthrough tasks such as promoting the application of digital transformation in the Association's work and agricultural production and consumption processes; advising the Party Committee on building a team of Association officials at all levels with political qualities and capabilities to meet the requirements of the Association's work in the current term and subsequent terms. At the same time, the goal is to recruit 10,000 new members; establish 620 professional branches and 1,240 professional groups; and strive to coordinate the establishment of 25 cooperatives and 150 cooperative groups. Every year, over 70% of farming households register for the movement to compete in excellent production and business, and over 50% of the registered households achieve the title of excellent production and business households at various levels…
Speaking at the congress, Comrade Nguyen Xuan Dinh – Vice Chairman of the Central Committee of the Vietnam Farmers' Association – praised the achievements and results of the Association's work and the farmers' movement in Binh Thuan province during the past term. He also urged all levels of the Association to continue to strongly innovate the content and methods of operation in a practical and effective direction. He emphasized that the legitimate interests and aspirations of farmer members should be the goal and content of the Association's activities. He stressed the need to focus on directing and innovating the methods of organizing patriotic emulation movements among farmers, with a focus on the movement of farmers competing in excellent production and business with specific content, closely aligned with the socio-economic development tasks of the locality. Simultaneously, he urged proactive and close coordination with all levels, sectors, and businesses to effectively implement socio-economic development programs and projects related to agriculture, farmers, and rural areas.
To successfully achieve the goals set forth in the Resolution of the new term's Congress, at the Congress, Provincial Party Secretary Duong Van An requested that all levels of the Farmers' Association continue to thoroughly understand the viewpoint that farmers are the subjects and the center of the process of agricultural development, rural economy, and new rural construction. At the same time, he proposed solutions to create new breakthroughs in agriculture, maximizing the potential and advantages of each locality and province to develop high-tech agriculture and organic agriculture in an ecological, sustainable, circular direction, adapting to climate change. This includes focusing on mobilizing members and farmers to boldly apply scientific and technological advancements and new technologies in production, participating in commodity production linkages along the value chain with the participation of businesses and scientists.
Furthermore, the Provincial Party Secretary emphasized that all levels of the Farmers' Association need to foster a spirit of diligent and creative work, self-reliance, and a desire for development. Every cadre and farmer member must cultivate a desire for wealth from agriculture. Simultaneously, they should encourage farmers to raise awareness of clean production, establish sustainable clean production models, and consciously protect the environment. They should proactively and actively participate in building a comprehensively and sustainably developed new rural area. Along with this, they should strengthen the socio-economic infrastructure in rural areas, promote good traditional cultural values, and build a new culture and lifestyle in the countryside. At the same time, all levels of the Association need to focus on building a truly strong Farmers' Association organization, serving as the center and core of the farmers' movement and the new rural development effort. They should continue to innovate the content and methods of the Association's activities, focusing on grassroots activities for the benefit of its members.
In the spirit of democratic centralism, the Congress elected 27 comrades to the Executive Committee of the Binh Thuan Provincial Farmers' Association, 9th term, 2023-2028.
This afternoon, the Congress will report on the results of the first session of the Executive Committee of the 9th term, 2023-2028; elect the delegation to attend the National Congress of the Vietnam Farmers' Association; and approve the draft Resolution of the 9th Provincial Farmers' Association Congress, term 2023-2028.
