Don't let the resolution remain just on paper.
We visited Man 1 village as the Lunar New Year of the Horse 2026 was approaching. The road leading to the village had been paved, making it spacious, clean, and beautiful. Many families had already purchased decorations for their homes to welcome the New Year. Man 1 village has 110 households, with the largest concentration being the Thai ethnic minority. Currently, there are 16 poor households in the village, and 95% of families annually achieve the title of "Culturally Advanced Family". The new rural landscape of this mountainous border village is increasingly improving, security and order are maintained, and the unity of ethnic groups is growing stronger. These achievements are thanks to the dedication and responsibility of the Party Secretary and Village Head, Luu Van Than.
My first impression upon meeting the Party Secretary of Man 1 village was his approachability, sincerity, and sense of responsibility as a leader. To achieve the stability and development of the village as it is today, in his capacity as Party Secretary and Village Head, Mr. Luu Van Than always started with concrete actions, focusing on overcoming the shortcomings within the village.

As a party member in the branch, Ms. Vang Thi Vinh commented: “During branch meetings, the branch secretary always strives to ensure that resolutions are not just on paper but directly implemented in real life. Therefore, each issue is discussed democratically, tasks are clearly assigned to specific individuals with clear responsibilities, and regular monitoring and supervision are conducted. As a result, branch meetings are no longer merely ceremonial but truly practical, proposing policies and measures to overcome difficulties and listening to the thoughts and aspirations of the people. The people have great trust in him, and for many years in a row, he has consistently performed his duties excellently.”
The closeness and responsibility of the Party branch secretary have created firm trust among the people. From major issues like maintaining security and order and protecting border sovereignty to very ordinary matters like mediating family conflicts and helping each other develop economically, he is always present in a timely manner, speaking with empathy and reason. Not only is he an "extended arm" of the Party at the grassroots level, Mr. Than is also a key figure in the movement of all citizens participating in protecting the border, boundary markers, and maintaining security and order in the villages.
One of the most striking achievements of Party Secretary and Village Head Luu Van Than is his persistent efforts to persuade villagers to abandon outdated customs and build a civilized way of life. Given the unique characteristics of this highland village, where people's awareness is still limited, changing long-standing habits and customs cannot be rushed; it requires flexibility, perseverance, and a gradual, persistent approach.

Mr. Than shared: “Because outdated customs are deeply ingrained in the daily lives of the people and their awareness is limited, persuading them to abandon these customs cannot be done overnight. At each Party branch meeting and village meeting, I regularly explain to Party members and the people the policies and guidelines of the Party and the State. Previously, families would keep the deceased for a long time, which was costly and unhygienic. Together with the Party branch, I analyzed the situation and persuaded them, and now the people understand and implement the policies better.”
With a sense of responsibility, personal credibility, and close relationship with the villagers, the Party Secretary of Man 1 village has gradually changed the community's perceptions. Many outdated customs have been gradually eliminated, the cultural and spiritual life has been improved, and neighborly bonds have been strengthened. Alongside building a cultured way of life, Mr. Than has always been at the forefront of mobilizing the people to develop the economy , diversify crops and livestock, and apply advanced technology to production. He leads by example so that the villagers can see the results and follow suit.
Thanks to that perseverance, many households in the village have boldly developed livestock and crop farming models suitable to the climate and soil conditions. Ms. Lo Thi Nhien, a resident of Man 1 village, shared: “Before, my family was very poor. With the encouragement of the Party Secretary and the village head, my family built a fish pond and raised chickens and ducks. Now our economy is more stable, and our children can receive a full education.”

The core element is maintaining the people's support.
In the border regions, still fraught with difficulties and hardships, Party members like Mr. Luu Van Than are the nucleus of unity, a solid foundation for the people, and a crucial factor in building a strong "people's support" base, maintaining peace in each village, and firmly protecting the national border.
In a conversation with us, Mr. Than sincerely shared: “I always believe that to maintain border security, we must first win the hearts of the people; to gain their trust and support, officials must be truly exemplary, and their words must match their actions. Furthermore, border protection cannot be separated from improving the material and spiritual lives of the people. Because when life is stable, the people will feel secure staying in their villages and on their land, working together with the Border Guard forces to safeguard every inch of our sacred homeland.”

In the nationwide movement to protect the border, Party branch secretary Luu Van Than is not only a propagandist but also a core figure, directly bringing the Party's policies and the State's laws to the people in a way that is approachable, easy to understand, easy to remember, and easy to follow. Undeterred by difficulties, he regularly works with officers from the Sin Suoi Ho Border Guard Post to visit individual households to disseminate information and encourage people to strictly abide by the Party's policies and the State's laws, especially regulations on border management and protection. He patiently explains complex and sensitive issues, helping people understand and act correctly. He shared: "If you want the people to listen, you have to lead by example. If something is not suitable, you analyze it for the people to understand, so they can voluntarily change."
Captain Si Manh Huan, Deputy Political Officer of Sin Suoi Ho Border Guard Station (Lai Chau Border Guard Command), assessed: “Comrade Luu Van Than is an exemplary grassroots officer, always closely involved with the local area and possessing a firm grasp of the situation in the villages. He closely cooperates with the Border Guard Station, effectively promoting the role of self-governing groups, contributing to building a solid all-people border defense posture.”
The practical experience of building a people's border defense system shows that wherever the Party branch is strong, the leader is close to the people, understands the people, and is responsible to the people, the area is stable and the people's lives gradually improve.
