The Party branch secretary is wholeheartedly dedicated to the people.

Having dedicated nearly 20 years to serving the people, Mr. Tran Ngoc Lan, Party branch secretary and head of neighborhood 13 in Thieu Trung commune, has always been highly praised by the residents for his dedication, enthusiasm, and wholehearted service to the people.

Before becoming the Party Secretary of Ward 13, Mr. Lan participated in various village affairs. In 2014, thanks to his prestige, he gained the trust of the people and the confidence of the Party branch, and was appointed as the Party Secretary and Head of the Front Committee of Village 2, Thieu Do Commune (formerly). In his new position, he consistently demonstrated the exemplary role of a cadre and actively coordinated with mass organizations to promote propaganda and mobilize the people to effectively implement campaigns and emulation movements, contributing to the construction of new rural areas.

“When we started building the New Rural Area, most of the roads in the village were dirt roads, narrow, muddy, and difficult to travel on, hindering both transportation and agricultural production. Besides that, the awareness of some people was limited; they didn't agree to donate land or contribute to infrastructure development. Some even said, 'I'm from out of town, I won't do a good job of contributing to the village's common good like those who were born and raised here,'” Mr. Lan recalled.

Embracing the spirit of "using the people's strength to care for the people," and upholding the qualities of Uncle Ho's soldiers, Mr. Lan, along with the Party branch collective, held meetings to unanimously agree on the policy of concreting the roads. At the same time, he promoted the role of the Front Committee and other mass organizations in disseminating information, mobilizing support, and building unity among the people. As a result, the people understood the purpose and significance of building new rural areas, and unanimously agreed to donate nearly 2,000 square meters of land and contribute money and labor to pave concrete and tile roads, making travel more convenient for residents. The people also agreed to the plan to build a spacious village cultural center using local funds and contributions from the people to provide a place for community activities.

In 2018, Hamlet 2 and Hamlet 1 of the former Thieu Do commune merged into Hamlet 1; in 2019, after Thieu Do commune merged into Thieu Hoa town, it was renamed Sub-district 13, then Neighborhood 13... Despite the many different names, the people's trust in Mr. Tran Ngoc Lan never wavered. He was always trusted by the people and elected as the Party branch secretary and head of the hamlet/neighborhood. Continuing the achievements, with the determination to build an increasingly modern and civilized neighborhood, he and the neighborhood Party branch concretized this with a specialized resolution on building a model new rural area in 2022. Afterward, Mr. Lan and the Party committee organized conferences to widely disseminate information to the people about the criteria for building a model new rural area, allowing all citizens to discuss and decide, following the motto "the people know, the people discuss, the people do, the people inspect, and the people benefit."

Evidence of public consensus is clearly demonstrated by the fact that from 2022 to the present, residents have donated 570 square meters of prime land to expand roads from 3 meters to 5 meters, paved major roads, installed streetlights, installed 29 cameras along main roads in the village, and planted trees along many roads, creating a new look for the residential area. In addition, residents have also contributed money to invest in and purchase cultural facilities to serve their daily needs.

“All 14 neighborhood groups have loudspeakers, which not only disseminate the Party's guidelines and policies, and the State's laws, but also provide information on the neighborhood's general activities. We especially emphasize highlighting exemplary individuals and good deeds through the loudspeaker system. This fosters community cohesion and raises awareness among the people, encouraging continued efforts to make Neighborhood 13 a model neighborhood by 2026,” Mr. Lan shared.

From a residential area facing many difficulties, the material and spiritual lives of the people in Ward 13 have been steadily improving. In economic development, the people mainly focus on developing commercial services and labor export, resulting in an average per capita income of 90 million VND/person/year. Every year, 97% of families in the ward achieve the title of "Culturally Advanced Family"; cultural and artistic activities are regularly organized, attracting a large number of people of all ages to participate...

The changes in Ward 13 today are the result of the unity and joint efforts of the people, including the significant contribution of the Party branch secretary and head of Ward 13, Tran Ngoc Lan, who "walks the talk" and always dedicates her efforts to improving the lives of the people and the development of the locality.
