On the Facebook account D.Th.Ph, the clip attracted more than 4 million views, 3 comments and nearly 1,1 shares after just a few days of posting.

According to the clip, these people use trolleys and hang signs selling Quang noodles right on the sidewalk. In the clip, the urban management force with the participation of the police came to work and handle. At first, a woman stood up and cursed with defiant, obscene words.
When the functional forces forced and put the trolley on the back of the official truck, these women struggled and prevented the basket of dishes from falling onto the road. These three women picked up dishes and threw them into the trunk of the car and onto the ground… Then, one of them threw noodles at the urban management force… with cursing words. This person also threw the whole pot of water around. The functional forces quickly stopped these people, ensuring security and order.

Le Quang Lan, captain of the Hue City Urban Management Team, confirmed that this clip shows the team's forces coordinating with Gia Hoi ward to handle the encroachment on the sidewalk. The incident was recorded by the Hue City Urban Management Team on the morning of April 18 on Chi Lang Street, Gia Hoi Ward.
Accordingly, these people have committed an administrative violation by using the sidewalk of Chi Lang Street to do business in services, obstructing traffic. The Hue City Urban Management Team has seized a used trolley. However, the minutes made do not show the violator.

Mr. Tran Song, Vice Chairman of Hue City People's Committee, said that after receiving the report from the Hue City Urban Management Team, he directed the Hue City Police to verify and strictly handle these people but so far have not received a reply.
According to Senior Colonel Hoang Lien Son, Deputy Police Officer of Hue City, the authorities have verified and handled the case. Accordingly, the behavior of these people does not reach the level of criminal prosecution. The handling of administrative violations on the act of encroaching on the sidewalk falls under the competence of the urban management force.
